Finally, relating to revitalizing the work of the First Committee, we join the NAM working group on disarmament in presenting the NAM common position on those important issues, and hope that through constructive work,the First Committee will be able to make progress in formulating concrete and practical measures to strengthen the regime of disarmament, arms control and non-proliferation.
The working group elaborate concrete and practical measures for the implementation and promotion of the right to developmentand submit a progress report to the Commission on Human Rights at its fifty-third session; the working group shall focus on the development of such a strategy, which should include recommendations for further practical measures for implementation and promotion, and report to the Commission at its fifty-fourth session;
The lack of political will exhibited by some States to fulfil their obligations must be addressed and remedied through immediate and effective action to implement concrete and practical measures establishing a nuclear-weapon-free zone in the Middle East.
As was pointed out yesterday by the Permanent Representative of Samoa, speaking on behalf of the Pacific Islands Forum, and supported earlier today by therepresentative of New Zealand, the Mauritius Strategy not only contains action-oriented, concrete and practical measures to address the areas of concern to small island developing States, but also highlights areas of mutual responsibilities to be pursued by them and by the international community-- an elemental principle also strongly advocated as important in the Secretary-General's report.
Malaysia welcomed the convening in January 2005 in Mauritius of the high-level International Meeting for the 10-year Review of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and hoped that it would culminate in concrete and practical measures which would enable such countries to achieve stable economic growthand sustainable development.
To conclude, I express my delegation's strong conviction that,with the cooperation of all delegations, the First Committee at this session will manage to formulate concrete and practical measures to promote disarmament, arms control and non-proliferation, thus making a real and long-awaited contribution to the maintenance of world peace and security.
The working group decided to ask Governments, United Nations agencies, treaty bodies and competent intergovernmental and non-governmental organizations to submit, during the intersessional period, their views and proposals with regard to concrete and practical measures for the implementation and promotion of the right to development, in the context of the mandate of the working group.
My delegation therefore looks forward to a productive session of the Committee in promoting our common understandings and in agreeing to concrete and practical measures that will strengthen global standards on theseand other important issues of international peace and security.
The Secretary-General's report does not address the January 2005 Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development ofSmall Island Developing States, adopted as a blueprint for action-oriented, concrete and practical measures to address the areas of concern to those States, as identified in the Barbados Programme of Action, as well as new and emerging issues.
