The scope of this review was confined to the United Nations Secretariat, pursuant to resolution 64/259, and excluded the heads of funds and programmes andother entities which were addressed in the JIU report on the"Selection and conditions of service of Executive Heads in the United Nations System Organizations.
In this context,reference was made to the report of the Joint Inspection Unit entitled"Selection and conditions of service of executive heads in the United Nations system organizations"(see A/65/71), which many delegations wanted the Working Group to consider.
In addition, it reiterated its suggestion that the President convene hearings or meetings of the General Assembly for an exchange of views and dialogue with all candidates,as mentioned by the Joint Inspection Unit in its report on the selection and conditions of service of executive heads of United Nations system organizations A/65/71, annex.
The Joint Inspection Unit report entitled"Selection and conditions of service of executive heads in the United Nations system organizations" evaluates the legal and institutional framework and practices with respect to the selection and appointment of the Secretary-General of the United Nations and other executive heads in the United Nations system organizations.
Member States also play a role in oversight matters through entities such as the Board of Auditors and the Joint Inspection Unit(JIU); furthermore,as noted in the JIU report,"Selection and conditions of service of executive heads in the United Nations system organizations", Member States are also responsible for performance assessment of the executive heads. .
Transparency of the selection procedures of executive heads, equal opportunities for all candidates running for thepost of executive head, and integrity during the election process were also called for, together with more coherence across the United Nations system organizations in the process of selection and conditions of service of executive heads.
Noting the fact that these discussion were being broadened to includethe heads of agencies, the Co-Chairs cited the report of the Joint Inspection Unit entitled"Selection and conditions of service of executive heads in the United Nations system organizations"(see A/65/71), suggesting that it could also serve as a reference point for the meeting.
On the other hand,the report of the Joint Inspection Unit on selection and conditions of service of executive heads in the United Nations system organizations, contained in document JIU/REP/2009/8, should constitute a solid basis for discussion among Member States, within the framework of the Ad Hoc Working Group on the Revitalization of the General Assembly, about ways to enhance the Assembly's role in the selection of the Secretary-General.
Since accountability should be applicable at all levels, from the top down, the Joint Inspection Unit merged a proposal in this regard with a suggestion received from the Board of Auditors and included this topic in its programme of work for 2009, with a view to evaluating the various rules andregulations related to the selection and conditions of service of executive heads in the United Nations system organizations.
Since in 2000 the JIU had prepared a report entitled"Senior-level Appointments in the United Nations, its Programmes and Funds"(JIU/REP/2000/3), and later in 2002 a note entitled"Senior-level Appointments in the United Nations Specialized Agencies and the International Atomic Energy Agency"(JIU/NOTE/2002/1),the present evaluation focuses only on the selection and conditions of service of executive heads in the United Nations system organizations.
In 2009 the JIU issued a report on the selection and conditions of services of executive heads of the United Nations system organizations JIU/REP/2009/8.
Meetings with officials of non-JIU participating and other international organizations were conducted to obtain a comprehensive view of lessons learned andbest practices with regard to the selection and condition of services of executive heads in those organizations.
