At its 250th meeting, held in Tripoli on 30 November 2010, the African Union Peace andSecurity Council encouraged the launching of the Darfur-based political process under the auspices of the African Union High-level Implementation Panel and UNAMID, as part of an intensified effort on Darfur.
The Panel considers, however,that the maintenance of Darfur-based military aviation assets with spare parts procured from outside the Sudan, without prior authorization from the Committee, is a violation by the Government of the Sudan of resolution 1591(2005), as updated in resolutions 1945(2010) and 2035(2012), and, by implication, is a violation by the Government of the Sudan of the end-user certificate.11.
In the light of the above, and with a view to informing discussions within and between the African Union andthe United Nations on the form that the Darfur-based political process should take, UNAMID has begun to assess the views of Darfuri stakeholders on the role of internal dialogue in the peace process.
