Mr. Deineko(Russian Federation)(interpretation from Russian): The draft resolution of the Fifth Committee on the budget, which has just been adopted by consensus, was the result of enormous efforts by the Chairman of the Fifth Committee and by the coordinator for this agenda item.
Mr. Deineko(Russian Federation) said that the reform proposals put forward by the Secretary-General would no doubt have a major influence on the work of the Organization by increasing its effectiveness and ability to adapt to the realities of the contemporary world.
Mr. DEINEKO(Russian Federation), referring to the Secretary-General's report on the implementation of the strategy for the management of the Organization's human resources(A/C.5/51/1), said that his delegation supported the ideas and principles which formed the basis of the new management culture.
Mr. Deineko(Russian Federation) said that his delegation welcomed the trend towards rationalization of the work of a number of conferences and meetings held by the organizations of the United Nations system, as well as the improvement in the provision of conference services in New York, Geneva and Vienna.
Mr. Deineko(Russian Federation) said that the budget proposals for the biennium 1998-1999 were being discussed in somewhat unusual circumstances, in parallel with informal consultations on the Secretary-General's reform programme, which was directly related to the proposed programme budget.
