Lessons should be learned from the Depayin incident.
The regrettable incident at Depayin on 30 May 2003 had influenced many of the conclusions in his interim report A/58/219.

From what he heard and saw during this mission and based on eyewitness testimonies,he is convinced that there is prima facie evidence that the Depayin incident could not have happened without the connivance of State agents.
