As well as other instruments related to transfers of equipment and technologies directly related to the development and manufacture of such weapons, with a view to realizing the goal of the total elimination of all weapons of mass destruction.
In its current form deals with seven categories of conventional weapons, the principle of transparency should also apply to weapons of mass destruction and to transfers of equipment and technologies directly related to the development and manufacture of such weapons.
Recognizing that an enhanced level of transparency relating to both conventional weapons and weapons of mass destruction and transfers of equipment and technologies directly related to the development and manufacture of such weapons, as well as to high technology with military applications, would promote stability, strengthen regional and international peace and security, and accelerate efforts towards general and complete disarmament.

Convinced that an enhanced level of transparency in weapons of mass destruction and transfers of equipment and technologies directly related to the development and manufacture of such weapons could serve as a catalyst towards generaland complete disarmament.
By its resolution 54/54 I, the General Assembly requested the Secretary-General to report on the early expansion of the scope of the Register and the elaboration of practical means for the development of the Register in order to increase transparency related to weapons of mass destruction, in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons.

Stressing the need to achieve universality of the Treaty on the Non-Proliferation of Nuclear Weapons, the Chemical Weapons Convention and the Biological Weapons Convention as well as other instruments related to transfers of equipment and technologies directly related to the development and manufacture of such weapons, with a view to realizing the goal of the total elimination of all weapons of mass destruction.

Egypt is totally convinced that the principle of transparency should apply to all types of armaments, including all weapons of mass destruction, in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.
At the 24th meeting, on 17 November, the representative of Egypt, on behalf of Costa Rica, Egypt, Nigeria and Saudi Arabia, joined by the Niger and the Sudan, introduced a revised draft resolution(A/C.1/52/L.2/Rev.1), which contained the following changes: in the fourth, fifth and sixth preambular paragraphs, and in operative paragraphs 2 and 3, the words"high technology with military applications", were replaced by the words"equipment and technologies directly related to the development and manufacture of such weapons.
Egypt expects that the 2000 Group of Experts would find, in the views expressed in the present Secretary-General's report, a good basis for reaching agreement on the early expansion of the scope of the Register and further developing the Register to apply transparency to all weapons of mass destruction, in particular nuclear weapons, and to transfers of equipment and technology directly related to the development and manufacture of such weapons, as well as to high technology with military applications.
The General Assembly also adopted resolution 52/38 B9 in which it took note of the reports of the Secretary-General on transparency in armaments10 and requested him to seek the views of Member States on ways and means of enhancing transparency in the fields of weapons of mass destruction and transfers of equipment and technology directly related to the development and manufacture of such weapons, with a view to enhancing transparency in the field of conventional weapons. .

The Iraqi Government shall respect and implement Iraq's international obligations regarding the non-proliferation, non-development, nonproduction, and non-use of nuclear, chemical,and biological weapons, and shall prohibit associated equipment, materiel, technologies, and delivery systems for use in the development, manufacture, production, and use of such weapons.
In that connection, article 9( e) of the Iraqi Constitution provides that the Iraqi Government shall respect and implement Iraq 's international obligations regarding the nonproliferation, non-development, non-production and non-use of nuclear, chemical,and biological weapons, and shall prohibit associated equipment, materiel, technologies, and delivery systems for use in the development, manufacture, production and use of such weapons.
Against that background, the Constitution of Iraq, in article 9(e), provides that the Government of Iraq shall respect and implement Iraq's international undertakings in respect of non-proliferation and the non-development, production or use of nuclear,chemical and biological weapons and shall prohibit any equipment, materials, technology and delivery systems related to the development, manufacture, production and use of such weapons.
