Pursuant to General Assembly resolution 52/183 of 18 December 1997, a meeting of governmental experts from landlocked and transit developing countries and representatives of donor countries and financial anddevelopment institutions was convened in New York from 24 to 26 August 1999 to review progress in the development of transit systems, including sectoral aspects, and to assess transit transportation costs, with a view to exploring the possibility of formulating necessary action-oriented measures.

The meeting reviewed the progress in the development of transit systems in landlocked and transit developing countries and made a number of recommendations A/52/329.

He noted that consolidation of efforts was indispensable since the development of transit systems was a multifaceted and complex task that could be carried out only through cooperation at all levels.
The Meeting reviewed progress in the development of transit systems in land-locked and transit developing countries with a view to exploring the possibility of formulating specific action-oriented measures, taking into account the results of consultations between individual land-locked countries and their transit neighbours.

The terms of reference of the Meeting as set out in this resolution are to review progress in the development of transit systems in the land-locked and transit developing countries on the basis of an evaluation of the transit systems of those countries and to recommend further appropriate action, including elaboration of programmes for further improvement of those transit systems, to the Trade and Development Board and to the General Assembly at its fiftieth session.
The development of transit transport systems would enable the land-locked developing countries to participate effectively in the international trading system.
As stated earlier,the donor community has during recent years played an important role in supporting the development of transit transport systems in the various regions and subregions.
In order to provide a forum for a global review of progress in the development of transit transport systems, consideration should be given to convening another meeting of governmental experts from land-locked and transit developing countries and representatives of donor countries and financial and development institutions in 1999.
