The SBSTA decided to recommend a draft decision on addressing the drivers of deforestation and forest degradation for adoption by COP 19 the text of the draft decision is contained in FCCC/SBSTA/2013/3/Add.1.
The COP adopted decision 15/CP.19 with the following understanding:"The third preambular paragraph in this decision should not be interpreted to imply that traditional livelihoods of indigenous peoples, based on natural resources,are drivers of deforestation.
Recognizes that drivers of deforestation and forest degradation have many causes, and that actions to address these drivers are unique to countries' national circumstances, capacities and capabilities;
Recognizing the need for specific policy approaches to address different national circumstances and multiple drivers of deforestation in order to increase effectiveness of efforts to reduce emissions from deforestation in developing countries.
Recognizes that[developing countries, when establishing][methodologies to establish][national] reference emission levels and reference levels[should] take into account,[inter alia,] national circumstances; respective national capabilities and capacities; historical data;[if necessary adjustments for expected future emission trends];relevant socio-economic factors; drivers of deforestation; and existing domestic legislation, policies and measures[, or those under development], as appropriate;
Options for exploring demand side measures relating to drivers of deforestation(e.g. export of timber and forest products), noting, however, possible implications for discriminatory trade measures(AOSIS, MISC.5/Add.2);
The SBSTA invited Parties and accredited observers to submit to the secretariat, by 28 February 2012, their views on issues identified in decision 1/CP.16, paragraph 72 and appendix II,in particular on how to address drivers of deforestation and forest degradation and on robust and transparent national forest monitoring systems as referred to in its paragraph 71c.
Also noting that livelihoods may be dependent on activities related to drivers of deforestation and forest degradation and that addressing these drivers may have an economic cost and implications for domestic resources.
Further encourages Parties to explore a range of actions, identify options, andundertake efforts, including pilot activities to address the drivers of deforestation relevant to their national circumstances with a view to reducing emissions from deforestation; .
Baselines established on this basis would benefit from the improved knowledge about the drivers of deforestation and improved capabilities to make predictions, and might also allow present and future responses to the drivers of deforestation to be taken into account.
The SBSTA recalled that the COP, by decision 1/CP.16, paragraph 72, requested developing country Parties, when developing and implementing their national strategies or action plans, to address,inter alia, the drivers of deforestation and forest degradation, ensuring the full and effective participation of relevant stakeholders, inter alia, indigenous peoples and local communities.
This project aims to provide opportunities for Parties to consider the varied and complex issues and drivers of deforestation and to initiate the consideration of effective potential approaches and actions to reduce deforestation in developing countries, mainly by supporting the organization of workshops mandated by Parties on this issue.
The SBSTA encouraged Parties, relevant international organizations and stakeholders to share information, via the web platform on the UNFCCC website,on how developing countries are addressing the drivers of deforestation and forest degradation and on the experiences gained in addressing such drivers in the implementation of the activities referred to in decision 1/CP.16, paragraph 70.
