In that resolution, the Security Council supported my intention to ask my Personal Envoy, James A. Further to the recommendations and observations contained in my previous report(S/2000/131), and pursuant to Council resolution 1292(2000), I asked my Personal Envoy to consult the parties and, taking into account existing and potential obstacles, to explore ways and means to achieve an early, durable and agreed resolution of their dispute.
That resolution requested the parties to explore all ways and means to achieve an early, durable and agreed solution to their dispute over Western Sahara; however, the Security Council, the General Assembly, and the Committee, were all committed to holding a referendum enabling the Saharan people to decide on their future.
The Personal Envoy had since been able to re-engage fully in trying to assist the parties in finding an early, durable and agreed resolution to their dispute over Western Sahara.
All delegations supported the proposal of the Secretary-General to extend the mandate of MINURSO until 31 May 2000 and to request his Personal Envoy, James A. Baker III, to consult with the parties for the purpose of achieving an early, durable and agreed resolution to their dispute.
In his letters of invitation, the Personal Envoy had expressed hope that Algeria, Mauritania and the Frente POLISARIO would discuss with specificity theelements of the draft framework agreement in order to reach an early, durable and agreed resolution of the conflict over Western Sahara,and had explained that the Government of Morocco was not being invited to the meeting since it had indicated to him that it was prepared to support the draft framework agreement.
Despite their assertions to the contrary, the parties have not been willing to fully cooperate with the United Nations either to implement the settlement plan orto try to negotiate a political solution that will bring about an early, durable and agreed resolution of their dispute over Western Sahara.
My Personal Envoy has recently informed me that he is now able to fully re-engage in trying to assist the parties in finding an early, durable and agreed resolution to their dispute over Western Sahara.
On 22 May 2000, the Secretary-General submitted to the Security Council a report(S/2000/461) pursuant to Security Council resolution 1292(2000), by which the Council extended the mandate of the United Nations Mission for the Referendum in Western Sahara(MINURSO) until 31 May 2000 and supported the intention of the Secretary-General to ask his Personal Envoy, James A. Baker III, to consult the parties and, taking into account existing and potential obstacles, to explore ways and means to achieve an early, durable and agreed resolution of their dispute.
As early as the London meeting of 14 May 2000,the Secretary-General's Personal Envoy requested the parties"to consider others ways of achieving an early, durable and agreed resolution of their dispute" paragraph 28 of Report S/2000/461, 22 May 2000.

The Security Council, inter alia, decided to extend the mandate of MINURSO until 31 May 2000; supported the intention of the Secretary-General, as stated inter alia in his report, to ask his Personal Envoy to consult the parties and, taking into account existing and potential obstacles, to explore ways and means to achieve an early, durable and agreed resolution of their dispute;and requested the Secretary-General to provide an assessment of the situation before the end of the present mandate.

Decides to extend the mandate of MINURSO until 31 July 2000, with the expectation that the parties will offer the Secretary-General's Personal Envoy specific and concrete proposals that can be agreed to in order to resolve the multiple problems relating to the implementation of the Settlement Plan and explore all ways and means to achieve an early, durable and agreed resolution to their dispute over Western Sahara;
In providing an assessment of progress and problems since the appointment of his Personal Envoy, the Secretary-General pointed out that, despite their assertions to the contrary, the parties had not been willing to fully cooperate with the United Nations either to implement the settlement plan orto try to negotiate a political solution that would bring about an early, durable and agreed resolution of their dispute over Western Sahara.
As indicated in my reports of June 2001(S/2001/613) and February 2002(S/2002/178), my Personal Envoy is of the view-- based on his assessment of United Nations efforts over the past 11 years to implement the settlement plan, including the 6 years during which he has been involved in the process-- that it is highly unlikely that the settlement plan can be implemented in its present form in a way that will bring about an early, durable and agreed resolution of the dispute over Western Sahara.
It is therefore my hope and that of my Personal Envoy that Morocco, the Frente POLISARIO, Algeria and Mauritania will agree to meet, as parties, either directly, or through proximity talks under the auspices of my Personal Envoy, to discuss with specificity the elements of the proposed framework agreement,which aims at reaching an early, durable and agreed resolution of the conflict over Western Sahara in a way that does not foreclose self-determination, but indeed provides for it.
Pursuant to the above-mentioned resolution, the Secretary-General submitted to the Security Council, on 24 April 2001, a report(S/2001/398) in which he informed the Council that, during the reporting period, his Personal Envoy had consulted separately with representatives of both parties, some members of the Council and representatives of MINURSO and the Secretariat in his efforts to assist the parties to find an early, durable and agreed resolution to their dispute over Western Sahara.
