It will also consider the information on regular and extra budgetary resources(ECE/CEP/126/Add.2)as shown against each cluster of activity within the Environment subprogramme.
The secretariat also provides significant support to the implementation of the biennial programme of work of the Environment subprogramme(including the ECE MEAs), as well as the periodic workplans and programmes of work adopted by the respective governing bodies.
The Committee will be invited to consider, on the basis of information received in advance, the regular andextrabudgetary resources for activities relating to the Environment subprogramme.
The Environment subprogramme has three overarching/aggregated clusters of activities/expected accomplishments in the Strategic Framework for 2012- 2013 on the implementation of which it will report to the General Assembly of the United Nations.
The Working Group also took note of the information provided by the Chair regarding a 2011- 2012 review of the 2005 ECE reform andhow it might affect the Environment subprogramme, including the ECE MEAs.
The Environment subprogramme aims at safeguarding the environment and human health, improving environmental management throughout the ECE region, and further promoting integration of environmental policy into sectoral policies and of environmental concern into the economy.

The Chair informed CEP that the programme of work of the Environment subprogramme for the biennium 2012- 2013 and the evaluation plan for performance in that biennium, as well as the strategic framework for the biennium 2014- 2013, were provided in document ECE/CEP/2012/3.
Following a request by the Executive Committee,the ECE secretariat had prepared a document,"Draft information requested by the Executive Committee for the review of the 2005 ECE Reform: Environment subprogramme"(information paper No. 7), which had been circulated to CEP by e-mail.
The Environment subprogramme, the Committee on Environmental Policy and related subsidiary bodies work within current mandates in an efficient way, producing concrete results in a regular and ongoing way that have a clear value added for the region and beyond and that attract extrabudgetary funding.
Delegates also commented on the rigidity of the format for reviewing programme performance,which did not include activities in which the Environment subprogramme was involved as a partner organization but for which the main secretariat was provided by other organizations of the United Nations system e.g. under the Environment and Health process and ENVSEC.
The outcome document stated that the Environment subprogramme, CEP and its related subsidiary bodies were to work efficiently within the current mandate, producing concrete results in a regular and ongoing way that had a clear value added for the region and beyond and that attracted extrabudgetary funding.
