Export of petroleum and petroleum products from Iraq.
The group visited Iraq from 12 to 22 March 1998, to observe the condition of the production and transportation facilities necessary for the export of petroleum and petroleum products.
Each export of petroleum and petroleum products originating in Iraq shall be approved by the 661 Committee.
Resolutions 1293(2000) and 1302(2000) established that up to $600 million might be used to permit States to export to Iraqthe necessary parts and equipment to enable Iraq to increase the export of petroleum and petroleum products.
The export of petroleum and petroleum products will be monitored by United Nations independent inspection agents, appointed by the Secretary-General, who will be stationed at the loading facilities at Ceyhan and Mina-al-Bakr and at the metering station at the Iraq-Turkey border.
Decides to terminate effective on the adoption of this resolution the functions related to the observation and monitoring activities undertaken by theSecretary-General under the Programme, including the monitoring of the export of petroleum and petroleum products from Iraq;
During the period covered by the present report, the export of petroleum and petroleum products from Iraq proceeded smoothly with excellent cooperation among the oil overseers, the United Nations independent inspection agents(Saybolt), the State Oil Marketing Organization of Iraq and national oil purchasers.
In its resolution 1175(1998) of 19 June 1998, the Council authorized States to permit the export to Iraq of the necessary parts and equipment to enable Iraq to increase the export of petroleum and petroleum products in quantities sufficient to produce the sum established in paragraph 2 of resolution 1153 1998.
The Office of the Iraq Programme will hold a briefing on the practical aspects of oil-for-food contract processing, from submission of applications through payment for humanitarian supplies, as well as for the parts and equipment to enable Iraq to increase the export of petroleum and petroleum products.

To consider the relevant observations and recommendations referred to in the report of the Secretary-General of 1 February 1998(S/1998/90),in particular with a view to reducing to the extent possible the delay between the export of petroleum and petroleum products from Iraq and the supply of goods to Iraq in accordance with that resolution;

The obstruction of the processing of contracts for the supply of the spare parts and equipment necessary to enable Iraq to increase its exports of petroleum and petroleum products to an extent sufficient to produce the sum of 5.2 billion dollars mentioned in paragraph 2 of resolution 1153(1998)and the fall in world oil prices have meant that Iraq is unable to realize the oil revenues required to pay for the items included in the procurement and distribution plan approved by you.
Prior to 31 December 2007, SOMO engaged in barter transaction with the Government of the Syrian Arab Republic and private companies for exports of petroleum and petroleum products.
Exports were mainly re-exports of petroleum and petroleum products supplied to shipping.
Exports consisted mainly of re-exports of petroleum and petroleum products supplied to ships, manufactured goods, wines, spirits, malt whisky and tobacco.
Exports of goods of local origin remained negligible and the Territory continued to depend on the entrepôt trade, consisting of re-exports of petroleum and petroleum products supplied to shipping.
