The Advisory Committee does not, at this time, recommend action on the proposal by the Secretary-General to abolish the 11 posts in the Field Personnel Division of the Department of Field Support at Headquarters andredeploy them to the secondary active telecommunications facility at Valencia.
The Advisory Committee recalls that to date,the General Assembly has approved the utilization of the facility at Valencia as a secondary active telecommunications facility and an enterprise data centre see resolutions 63/262 and 66/264.
The Advisory Committee does not, at this time, recommend approval of the Secretary-General's proposal to redeploy 11 posts and16 temporary positions in the Field Personnel Division of the Department of Field Support at Headquarters to the secondary active telecommunications facility at Valencia A/66/724, para. 14.
The proposed transfer of functions from the Department of Field Support to UNLB andthe secondary active telecommunications facility at Valencia, with the corresponding post and non-post resources being reflected in the proposed budget of UNLB for 2012/13;
The following 11 posts in the Field Personnel Division, Department of Field Support, would be abolished in thesupport account budget and concurrently established in the budget of the United Nations Logistics Base(for deployment at the secondary active telecommunications facility at Valencia) see A/66/721, para. 208.
Take note of the intention to meet the estimated requirements of $149,400 for the establishment of the secondary active telecommunications facility at Valencia(site B) for the period from 1 July 2008 to 30 June 2009 from within resources approved for the same period for UNLB.
Regarding the secondary active telecommunications facility at Valencia, Spain, the Advisory Committee recalls its comments regarding the modified concept of the Secretary-General for the deployment of the Global Service Centre in two geographically distinct locations and reiterates its recommendation against the proposals for the establishment of a field human resources management section at the facility in Valencia A/66/718, para. 244.
The Committee was informed that the strategy would, inter alia, outline the roles and responsibilities of the Department of Field Support, UNLB,the information facility at Valencia and the Entebbe logistics hub, in supporting United Nations field missions.
Takes note of the intention to meet the estimated requirements in the amount of 149,400 dollars for the establishment of the secondary active telecommunications facility at Valencia for the period from 1 July 2008 to 30 June 2009 from within resources approved for the same period for the United Nations Logistics Base at Brindisi, Italy;
In this connection, the Committee notes that functions related to human resources and physical resources management have been identified for transfer from the Department of FieldSupport to UNLB and to the secondary active telecommunications facility at Valencia, Spain, in the proposed budget for the support account for the period 2012/13.
Audits will focus on the following key controls at the Regional Service Centre at Entebbe, the Global Service Centre at Brindisi andthe secondary active telecommunications facility at Valencia, Spain: risk management and strategic planning; development of regulatory framework; delegation of authority system; decision-making system; change management programme; and impact assessment.
With regard to the proposed budget for the support account for 2012/13, the Advisory Committee noted that, of the proposed reduction of 36 posts in the support account, 34 posts relating to functions proposed for transfer to the LogisticsBase at Brindisi and the secondary active telecommunications facility at Valencia were proposed to be established concurrently in the proposed budget of the Logistics Base.
