The wide support received from Member States and academic institutes within and outside the region has reaffirmed the role played by the Centre in fostering dialogue and cooperation in the field of disarmament and security in the region.
So the Conference today faces a choice. Either it clings to bygone structures and quarrels from another age- and if it does,once the CTBT has been concluded, it might well lose its central role in the field of disarmament and security. Or it renews its agenda, it expands its membership; it modernizes its working methods; and then, in the eyes of the international community, it will be the essential instrument for the creation of a safer world.
In addition, special attention will be given to drafting and speaking exercises to provide the fellows with skills of the kind required in their subsequent diplomatic careers in the field of disarmament and security.
Noting that the programme continues to contribute significantly to developing greater awareness of the importance and benefits of disarmament and better understanding of the concerns of the international community in the field of disarmament and security, as well as to enhancing the knowledgeand skills of fellows, allowing them to participate more effectively in efforts in the field of disarmament at all levels.
We noted, and reiterate now, that the true causes of this were lack of political will to deal with all aspects of disarmament in a multilateral framework and the inertia of automatic adherence to traditional concepts in the field of disarmament and security.
Assistance to an informal North-East Asian regional dialogue through seminars in the field of disarmament and security( 2 per year)( XB); assistance in the process of informal consultations among Central Asian Member States regarding the concept of a nuclear-weapon-free zone in Central Asia( 1 per year)( XB); and a study series on specific disarmament and security issues prevailing in the region of Asia and the Pacific region( 2 per year) XB.
With the end of the era of ideological confrontation, the United Nations must meet the expectations of mankind for a safer and better world, but it could not do so without thenecessary level of support for and confidence in its multilateral efforts in the field of disarmament and security.
The Centre continued to serve as a useful forum for regional and subregional dialogue on specific security concerns and global and regional disarmament issues and as an instrument for assisting regional initiatives in the field of disarmament and security. That was highly commended by States members of the Asia-Pacific community.
