B/ Including ODA to former Trust Territories of the Pacific Islands.
The relevant territories are the Cook Islands, Niue, Tokelau and the former Trust Territory of Western Samoa.
We are certain that that State, like other former Trust Territories, will soon become a full-fledged member of the international community.
We also recognize the role played by the Trusteeship Council in promoting the progressive self-government of Palau and all the former Trust Territories.
In this regard, the former Trust Fund in support of the Forum has been renamed the Trust Fund on Indigenous Issues and its terms of reference have been expanded to enable acceptance of contributions for this purpose.
I was particularly proud to receive into membership a former Trust Territory of the Organization.
Recently declassified documents make it clear that the original settlements were not based on the full story of what happened to the Marshallese people as well as other peoples of the former Trust Territory.
However, such programmes had been formulated only for the former Trust Territories many decades earlier.
The countries of the South Pacific,some of which were former Trust Territories that also gained their independence under the United Nations Trusteeship System, are committed to cooperating closely with Palau as it sets out on this new and exciting journey.
The settlement is also arousing considerable interest as to its possible implications in other former Trust Territories and colonial dependencies.
As a former Trust Territory under the administration of the United States of America, Palau had the advantage of being able to safely observe the sometimes rough-and-tumble developments of the post-Second World War, post-colonial, nation-building era which followed the establishment of the United Nations from beneath the protection of a super-Power's umbrella.
For example, as far back as the 1980's, the United Nations was instrumental in conducting a political education programme andpopular consultation in the former Trust Territory of the Pacific Islands.
Since then, a large number of former colonial Territories have achieved independence and many former Trust and Non-Self-Governing Territories have exercised their right to self-determination and independence in accordance with the Declaration.
Notwithstanding anything to the contrary contained in the terms and conditions of the trust, no concession, distribution, payment, holding or disposal of the income or capital of the trust to another trust is invalidated solely on the ground that the other trust continuesto be valid and enforceable after the date on which the former trust must come to an end.
Noting with satisfaction, in particular,that during the past fifty years a large number of former colonial Territories have achieved independence and that many former Trust and Non-Self-Governing Territories have exercised their right to self-determination and independence in accordance with the Declaration on the Granting of Independence to Colonial Countries and Peoples.
The seminar recommended that the Special Committee, in conjunction with the Department of Public Information and other relevant United Nations bodies, develop a programme to disseminate information and raise public awareness in the Territories in order to heighten people's understanding of the legitimate political status options available to them in accordance with the relevant United Nations resolutions, including the 1960 Declaration, andbearing in mind the successful programmes in this vein undertaken for the former Trust Territories.
His delegation expressed the hope that, as a result of the joint efforts by the United Nations, the people of Palau and all other parties concerned,Palau- like other former Trust Territories- would soon become a full-fledged member of the international community.
With this final formal step, all four constituent Governments of the former Trust Territory of the Pacific Islands- the Federated States of Micronesia, the Republic of the Marshall Islands, the Commonwealth of the Northern Mariana Islands and the Republic of Palau- have now freely exercised their right to self-determination and moved beyond the status of Trust Territories into independence or self-government.
My delegation wishes to reiterate the view reflected in the report of the 1995 Review andExtension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons that there is a special responsibility towards those peoples of the former Trust Territories that have been adversely affected as a result of nuclear-weapons tests conducted during the period of the trusteeship.
In paragraph 44 of resolution 50/161, the General Assembly decided that the former Trust Fund for the World Summit for Social Development should be continued and renamed the Trust Fund for the Follow-up to the World Summit for Social Development, with the aim of supporting programmes, seminars and activities for the promotion of social development in implementation of the Declaration and Programme of Action, including activities of the United Nations Decade for the Eradication of Poverty.
The scientific definition of safe exposure levels was closely related to the residual fiduciary responsibilities between the United Nations,the former administering Authority and its former Trust Territory, the Marshall Islands; those responsibilities had been reaffirmed in the Communiqué of the Pacific Islands Forum, held in Cairns, Australia, on 5 and 6 August 2009.
Noting with satisfaction, in particular, that during the past thirty years a large number of former colonial Territories have achieved independence, mainly through the courageousliberation struggle carried out by the peoples of those countries, led by their national liberation movements, and that many former Trust and Non-Self-Governing Territories have exercised their right to self-determination and independence in accordance with the Declaration.
Mr. SAN AGUSTIN(Speaker of the Guam Legislature), speaking on behalf of the Guam Legislature and the people of Guam,noted that each of the island entities within the former Trust Territory of Micronesia, except for Guam, had exercised their rights of self-determination, resolved the question of their political status and entered into agreements with the United States Government.
