The Argentine delegation would like, first and foremost,to commend the recently elected judges to the International Court of Justice, Ms. Xue Hanqin and Ms. Joan Donoghue.
Ms. Xue Hanqin obtained an absolute majority in the General Assembly.
I also wish every success to the recently elected members of the Court,Judges Xue Hanqin of China and Joan E. Donoghue of the United States of America.
The following five candidates have obtained an absolute majority in the General Assembly: Mr. Giorgio Gaja, Mr. Hisashi Owada, Ms. Julia Sebutinde, Mr. Peter Tomka andMs. Xue Hanqin.
The session was opened by Ms. Hanqin Xue, First ViceChairperson of the Commission at its fifty-sixth session.
As a result of the independent voting in the Security Council and in the General Assembly,Ms. Xue Hanqin has obtained an absolute majority in both organs.
Mr. Roman A. Kolodkin andMs. Xue Hanqin, members of the Commission, summarized the discussions on grounds for and assessment of the validity of reservations and on the consequences of the nonvalidity of reservations, respectively.
In addition, we would like to take this opportunity to extend our congratulations to Judge Xue Hanqin and Judge Joan Donoghue on their election as judges of the Court.
I should like to inform the Assembly that, after the expiration of the deadline for submissions of nominations, the Secretariat received communications from the national groups of India andthe Slovak Republic also nominating Ms. Xue Hanqin as a candidate.
On 29 June, the Council, at a meeting held simultaneously with a meeting of the General Assembly,elected Xue Hanqin to fill the vacant seat on the International Court of Justice left by the resignation of Judge Shi Jiuyong.
The names of the four candidates who have already obtained an absolute majority of votes, that is, Mr. Giorgio Gaja, Mr. Hisashi Owada, Mr. Peter Tomka andMs. Xue Hanqin, have been deleted from the ballot.
Every three years one third of the Court's seats falls vacant. On 10 November 2011, three members of the Court-- Judges Hisashi Owada(Japan), Peter Tomka(Slovakia)and Xue Hanqin(China)-- were re-elected, and Giorgio Gaja(Italy) was elected a new member of the Court, with effect from 6 February 2012.

Koroma, Awn Shawkat Al-Khasawneh, Thomas Buergenthal, Bruno Simma, Ronny Abraham, Kenneth Keith, Bernardo Sepúlveda-Amor, Mohamed Bennouna, Leonid Skotnikov, Antônio Augusto Cançado Trindade, Abdulqawi Ahmed Yusuf,Christopher Greenwood and Xue Hanqin.

Having obtained the required absolute majority of votes in both the General Assembly and the Security Council, Mr. Giorgio Gaja(Italy), Mr. Hisashi Owada(Japan), Mr. Peter Tomka(Slovakia) andMs. Xue Hanqin(China) were elected as members of the Court for a nine-year term of office beginning on 6 February 2012.
