Outcome of the work of the Consultative Group of Ministers or High-Level Representatives on International Environmental Governance.
The Consultative Group of Ministers or High-level Representatives on International Environmental Governance(the Consultative Group) was established by the Governing Council of the United Nations Environment Programme in its decision SS. XI/1 of 26 February 2010.
During the Council's twentyfifth session, in February 2009, it established a consultative group of ministers or high-level representatives on international environmental governance.
A member of the newly formed Consultative Group of Ministers or High-level Representatives on International Environmental Governance, Pakistan looked forward to further deliberations on the Group's recommendations during the current session of the General Assembly.
Pursuant to decision SS. XI/1, this document sets out the Nairobi/Helsinki Outcome of the Consultative Group of Ministers or High-Level Representatives on International Environmental Governance.
The European Union was looking forward to the input of the Consultative Group of Ministers or High-level Representatives on International Environmental Governance to further address the reforms to the UNEP Governing Council and the Preparatory Committee of the United Nations Conference on Sustainable Development.

In cooperation with the Facilitating Committee, UNEP has established a major groups advisory group on international environmental governance,which has contributed to the work of the Consultative Group of Ministers or High-level Representatives on International Environmental Governance.
The latter convened a series of meetings of the Consultative Group of Ministers or High-level Representatives on International Environmental Governance(known as the Consultative Group), which resulted in the Nairobi-Helsinki Outcome.
At their sixteenth meeting, the Environment Management Group senior officials welcomed the opportunity provided to the Group's member agencies to contribute to the UNEP report on environment in the United Nations system andthe work of the Consultative Group of Ministers or High-level Representatives on International Environmental Governance.
The Consultative Group of Ministers or High-Level Representatives on International Environmental Governance, established by the Governing Council of the United Nations Environment Programme in its decision SS. XI/1 of 26 February 2010, met in Nairobi from 7 to 9 July 2010 and in Espoo, Finland, from 21 to 23 November 2010.
This document provides inputs from the major groups and stakeholders on international environmental governance,prepared following a meeting with the co-chairs of the Consultative Group of Ministers or High-Level Representatives on International Environmental Governance prior to the Group's second meeting.
The Consultative Group of Ministers or High-level Representatives on International Environmental Governance established by Governing Council decision SS. XI/1 has identified potential system-wide functions and responses for strengthening international environmental governance and has also considered the form-related aspects of broader institutional reform of international environmental governance.
The Governing Council, taking into account the Joint Inspection Unit review,decided to establish a consultative group of ministers or high-level representatives on international environmental governance with a view to providing inputs to the United Nations General Assembly on the improvement of the governance.
I have the honour to invite you to consider decision 26/1 of the Governing Council of the United Nations Environment Programme(UNEP) on international environmental governance, adopted at its twenty-sixth session, as well as its decision 25/4 andits decision SS. XI/1 establishing the Consultative Group of Ministers or High-level Representatives on International Environmental Governance.
The table set out below lists in its first column the incremental changes andreforms that were identified in the set of options presented by the Consultative Group of Ministers or High-level Representatives on International Environmental Governance established under Governing Council decision 25/4 to the Governing Council at its eleventh special session, in February 2010, and taken note of in its decision SS. XI/1.
Taking note of the implementation by the Executive Director of the incremental reforms that were identified in the set of options presented tothe Governing Council at its eleventh special session, in February 2010, by the Consultative Group of Ministers or High-level Representatives on International Environmental Governance established under Governing Council decision 25/4 of 20 February 2009.
The below table lists in the first column the incremental changes/reforms that have been identified in the Set of options presented by the Consultative group of Ministers or High-level Representatives on International Environmental Governance established under Governing Council decision 25/4 to the Governing Council at its eleventh special session in February 2010 and taken note of in its decision SSXI/1.
Thanks to their close engagement, participants developed a substantially revised version of the information note on environment in the United Nations system,which was submitted to the Consultative Group of Ministers or High-level Representatives on International Environmental Governance at its first meeting, held in Nairobi from 7 to 9 July 2010.
By paragraph 2 of its decision 26/1, the Governing Council of the United Nations Environment Programme(UNEP)took note of the report of the Executive Director on the implementation of incremental changes identified in the set of options presented by the Consultative Group of Ministers or High-level Representatives on International Environmental Governance established under Governing Council decision 25/4 to the Governing Council at its eleventh special session.
By its decision 26/1, on international environmental governance, the Governing Council invited the Preparatory Committee for the United Nations Conference on Sustainable Development, in its consideration of the institutional framework for sustainable development,to consider the options for broader institutional reform identified in the Nairobi-Helsinki Outcome of the Consultative Group of Ministers or High-level Representatives on International Environmental Governance as a contribution to strengthening the institutional framework for sustainable development by improving international environmental governance.
A country, on behalf of the President of the UNEP Governing Council, and in accordance with the decision of the Governing Council,invited the Preparatory Committee to consider the options for broader institutional reform identified in the outcome of the meetings of the Consultative Group of Ministers or High-level Representative on International Environmental Governance, held in Kenya and Finland.
The Council could convene meetings of high-level representatives to promote international dialogue on critical social issues and on policies for addressing them through international cooperation(para. 95(d));
The General Assembly, as well as the Economic andSocial Council, could convene meetings of high-level representatives to promote international dialogue on critical social issues and on policies for addressing them through international cooperation;
Lastly, it is stipulated in the Programme of Action that, in addition to the General Assembly, the Economic andSocial Council could also convene meetings of high-level representatives to promote international dialogue on critical social issues and on policies for addressing them through international cooperation para. 95 d.

The Economic and Social Council may convene meetings of high-level representatives to promote international dialogue on the critical issues pertaining to adequate shelter for all and sustainable human settlements development as well as on policies for addressing them through international cooperation.
The second cluster will open with keynote addresses by ministers and high-level representatives of international financial institutions(up to 5 minutes per keynote address) on mobilizing finance for environmental priorities followed by a presentation on the Energy Efficiency Equity Fund.
The inputs for the draft International Guiding Principles on Alternative Development were based on the draft inputs from the International Workshop in Thailand and the subsequent multilateral negotiations in Vienna,which were brought to the attention of the high-level representatives at the International Conference on Alternative Development in Lima.
