On 15 November 1993, high-level technical talks resumed in New York between Iraq on the one hand and the Special Commission and IAEA on the other.
This has been done in order tofacilitate the initiation of high-level technical talks between Iraq and the Special Commission.
The first round of high-level technical talks took place in New York from 31 August to 10 September 1993 and resulted in a joint report S/26451.
This statement is supported by the Al Atheer progress report,which was provided to the IAEA delegation during the August high-level technical talks.
Three more rounds of high-level technical talks were held between IAEA and the United Nations Special Commission, on the one hand, and Iraq, on the other hand.
Because of this development, the Executive Chairman invited an Iraqi delegation to New York at the beginning of September for high-level technical talks.
The high-level technical talks had provided the opportunity to define with greater precision what information the Commission and IAEA required in respect of the programmes concerned.
The situation in this regard has greatly improved following the return to Iraq, in mid-September 1993,of the Iraqi delegation to the high-level technical talks in New York.
The Commission had acknowledged this effort during the Baghdad high-level technical talks, and this was reflected in the joint report of that session S/26571, annex.
During the high-level technical talks in New York in September, critical items were identified for which details on suppliers were essential if the Commission and IAEA were to be able to fulfil their mandates.
This further round of talks took place in New York from 15 to 30 November 1993,comprising high-level technical talks and, during the second week, parallel political talks. .
It was agreed at the end of the high-level technical talks to conduct a further round of high-level talks in Baghdad shortly thereafter in order to resolve all the outstanding issues.
The Commission's position on the use of Iraqi air assets continued to be as set forth in paragraph 12 of annex II to the joint report on the high-level technical talks held in New York from 31 August to 10 September 1993 S/26451.
The report noted the agreement of both sides to hold high-level technical talks in New York at which one of the prime subjects would be the nature and implementation of ongoing monitoring and verification.
In so far as it relates to the responsibilities of the Special Commission, the Commission believes that the position paper presented by Iraq contains positive elements which permit the Commission and Iraq to commence,as soon as possible, high-level technical talks in New York.
The Executive Chairman considered that the high-level technical talks had indicated the possibility that, the necessary political will being demonstrated by the Government of Iraq, the foregoing conditions could be met.
Iraq further stated its readiness"to comply with the provisions of the plans of ongoing monitoring and verification as contained in resolution 715(1991)" andagreed that this matter should be the principal topic for discussion at high-level technical talks to be held in New York in September 1993 S/26451.
Accordingly, subject to verification as necessary of the data provided during the high-level technical talks, the Commission indicated it could conclude that, in the ballistic and biological areas, Iraq had fully discharged its obligations, in compliance with paragraphs 8 and 9(a) of resolution 687(1991), to provide information in relation to its past activities in these areas.
The Executive Chairman incorporated this position paper into his report to the Security Council(S/26127) and stated in its regard that"the position paper presented by Iraq contains positive elements which permit the Commission and Iraq to commence,as soon as possible, high-level technical talks in New York.
On 15 November 1993 an Iraqi team of experts, led by General Amer Muhammad Rashid,arrived in New York to continue with the Commission and IAEA the previous high-level technical talks, preparatory to the arrival of the Deputy Prime Minister of Iraq on 21 November for political discussions.
In that respect, the Deputy Prime Minister of Iraq reaffirmed the position of Iraq on all the issues in the paper which he had provided to the Executive Chairman in July(S/26127), and the Executive Chairman reaffirmed the statements made and undertakings given in his position paper delivered in July(S/26127)and in the report on the high-level technical talks in New York in September.
