To further develop activities and modalities under the SBSTA programme of work, the programme organized an informal meeting of representatives from Parties prior to SBSTA 24, which proved instrumental in the further consideration of this issue.

The Subsidiary Body for Scientific andTechnological Advice(SBSTA), at its twenty-fifth session, requested the secretariat to organize, under the guidance of the Chair of the SBSTA, an informal meeting of representatives from Parties before its twenty-eighth session to consider the outcomes of activities under the Nairobi work programme on impacts, vulnerability and adaptation to climate change completed prior to this meeting. .
The SBSTA welcomed the exchange of views during the informal meeting of representatives from Parties, held in Vienna, Austria, from 13 to 15 March 2006, to facilitate the further elaboration of a draft indicative list of activities for the SBSTA five-year programme of work on impacts, vulnerability and adaptation to climate change.
The SBSTA requested the secretariat to organize, under the guidance of the Chair of the SBSTA and before its thirty-third session, an informal meeting of representatives from Parties and organizations and experts to consider the outcomes of the activities completed prior to this meeting, taking into account the summary report mentioned in paragraph 19 above and the expected outcomes of the Nairobi work programme outlined in paragraph 2 of the annex to decision 2/CP.11.
The draft GE.02-33360guidelines were presented at the informal meeting of representatives of the Bureau of the Committee and of the Bureaux of the five ECE environmental conventions held on 1 July 2002 in Geneva.
The SBSTA requested the secretariat, under the guidance of the Chair of the SBSTA, to ensure an equitable representation of Parties at the informal meeting of representatives from Parties and organizations and experts participating in the Nairobi work programme, including those with expertise at the local level and with indigenous knowledge, to consider the outcomes of the activities completed prior to that meeting, to be organized before the thirty-third session of the SBSTA.
Nonetheless, there has never been any convincing explanation as to what threats or risks might have been posed by holding informal meetings of representatives of the upper echelons of power outside of the country- particularly given that the alternative was to have no such meetings at all.
Informal meetings of representatives of the Bureaux of the five UNECE environmental conventions and the Committee on Environmental Policy have continued to take place on an annual basis(July 2003, June 2004) to share experiences and explore synergies, with the active participation of members of the Aarhus Convention's Bureau.
