VII. European Environment Information and Observation Network.
SEIS became a collaborative initiative of the EC, and the EEA and its European environment information and observation network.
Strengthening environmental information and observation capacity in countries in Eastern Europe, the Caucasus and Central Asia.
The regulation also established the European environment information and observation network Eionet.
It will continue strengthening environmental information and observation capacities in EECCA focusing on areas that were emphasized by Ministers in Kiev, in particular the monitoring component of the Environment Strategy for EECCA.
In this context cooperation should continue between all governments,organizations and existing information and observation networks.
Most of Europe is currently served by the European Environment Information and Observation Network under the auspices of the European Environment Agency.
With this in mind, we call for closer cooperation between all governments,organizations and existing information and observation networks.
EEA, under the Euro 1,5 million EC/Tacis project on strengthening environmental information and observation capacity in EECCA, provided UNECE with some Euro 384,000 to support activities of the Working Group in 2002(end)-2003.
In 2002, the European Commission and the European Environment Agency(EEA) concluded a grant agreement on strengthening environmental information and observation capacity in EECCA.
For example, the European Environmental Information and Observation Network(EIONET) will be the regional environmental information network and the European Environment Agency(EEA) will be the regional focal point for EEA member countries.
The activities of the Working Group emphasize strengthening environmental information and observation capacities, particularly in the 12 countries of EECCA.
Creation of CDS databases will be a first step in the development of environmental networks in EECCA countries,as well as their future integration into the European Environment Information and Observation Network EIONET.

Mr. M. WOODFIELD(United Kingdom), Chairman of the Task Force on Emission Inventories and Projections, reported on the progress made(EB. AIR/GE.1/2002/6), including the results of the eleventh meeting of the Task Force in Cordoba(Spain) on 6-8 May 2002,the third to be organized jointly with the European Environment Information and Observation Network EIONET.
The meeting was held jointly with a workshop organized by the European Environment Information and Observation Network(EIONET), maintained by the European Environment Agency EEA.
Strengthen environmental information and observation capacity, particularly in countries of Eastern Europe, Caucasus and Central Asia(EECCA) and South-Eastern Europe(SEE), in order to provide reliable and relevant information on the state of the environment as a basis for improved policymaking and public awareness, and use indicators to assess progress as appropriate;
The Committee's Working Group on Environmental Monitoring will also be involved in strengthening environmental information and observation capacity in the EECCA countries.

They furthermore expressed their support for the work of the ECE WorkingGroup on Environmental Monitoring, particularly on strengthening environmental information and observation capacity in the EECCA countries.
In addition to UNESCO's World Water Assessment Programme, the Water Framework Directive and the European Environment Information and Observation Network(EEA's EIONET) in particular provide the most elaborate and coherent framework for monitoring freshwater systems at a transboundary scale.
To avoid duplication and improve coordination, a joint meeting of the Task Force and the European Environment Information and Observation NETwork(EIONET) was proposed.
These concern(a) the Tacis project on strengthening environmental information and observation capacity in Eastern Europe, the Caucasusand Central Asia(EECCA),(Geneva, November 2003);(b) electronic databases for environmental reporting,(Moscow, May 2004); and(c) the application of environmental indicators Chisinau, July 2004.
He underlined that the current workshop has been made possible thanks to the Tacis project“Strengthening Environmental Information and Observation Capacity in the Newly Independent States(presently EECCA)”.
The meeting was the fourth to be organized jointly with the European Environment Information and Observation Network(EIONET) maintained by the European Environment Agency EEA.
Participate actively in the activities of the Working Group, particularly those under the Tacis project on strengthening environmental information and observation capacity in the twelve EECCA countries.
The Steering Body welcomed the cooperation between the Task Force on Measurements and Modelling and the European Environment Information and Observation Network(EIONET) of the European Environment Agency(EEA)and expressed its support for harmonizing the reporting of air quality data.
