In that resolution, the Forum decided to establish the Open-ended Intergovernmental Ad Hoc Expert Group on Forest Financing, and the Facilitative Process.
The Open-ended Intergovernmental Ad Hoc Expert Group comprised some 200 experts, from 68 countries and 23 regional and international organizations and major groups. .
The report of the second meeting of the Open-ended Intergovernmental Ad Hoc Expert Group is contained in document E/CN.18/2013/12.
The Forum secretariat participated in the twentieth session of the Committee on Forestry, held at FAO headquarters inRome in October 2010, and presented messages from the Forum's Open-ended Intergovernmental Ad Hoc Expert Group on Forest Finance.
The Open-ended Intergovernmental Ad Hoc Expert Group will be guided by Forum resolution 10/2, as discussed above.
At its ninth session, the Forum considered the report of the first meeting of the Open-ended Intergovernmental Ad Hoc Expert Group and reviewed the performance of the facilitative process.
Pursuant to the above-mentioned resolution, the Open-ended Intergovernmental Ad Hoc Expert Group was to hold two meetings, one before the ninth session and one before the tenth session of the Forum, and make its final recommendations to the Forum at its tenth session for its consideration and decision.

In 2009, the United Nations Forum on Forests, at the special session of its ninth session, adopted a resolution on means of implementationfor sustainable forest management, launching two sister initiatives, the Open-ended Intergovernmental Ad Hoc Expert Group on Forest Financing and a facilitative process.
In accordance with the resolution, the Open-ended Intergovernmental Ad Hoc Expert Group would hold two meetings, one before the ninth session and one before the tenth session of the Forum.
Important decisions had been made on key forest issues, in particular the resolution on forests in a changing environment, andit was hoped that the intergovernmental ad hoc expert group would be able to find mutually acceptable solutions and achieve progress in the financing of sustainable forest development.
Participants in the second meeting of the Open-ended Intergovernmental Ad Hoc Expert Group highlighted the fact that new global trends, such as increased urbanization, as well as ongoing deliberations on the post-2015 development agenda and sustainable development goals, have affected the discussion on forest financing.
The objective of the independent assessmentis to assist and inform the open-ended intergovernmental ad hoc expert group on the international arrangement on forests 2015 in preparing for the eleventh session of the Forum.
The Open-ended Intergovernmental Ad Hoc Expert Group noted that, in paragraph 2 of the resolution adopted at the special session of the ninth session, the United Nations Forum on Forests had decided that the Group would meet before its ninth and tenth sessions, submitting a preliminary report to the Forum during its ninth session and final recommendations to it at its tenth session, for its consideration and decision.
In accordance with the resolutionof the special session, the Open-ended Intergovernmental Ad Hoc Expert Group was to hold two meetings, one before the ninth session and one before the tenth session of the Forum.
On the basis of that review, the Open-ended Intergovernmental Ad Hoc Expert Group will, at its second meeting, put together a set of recommendations, providing a strategic direction on the function and institutional arrangements of the international arrangement on forests for the period beyond 2015, for proposal to the Forum at its eleventh session.
Accordingly, at its ninth session, the Forum considered the report of the first meeting of the Open-ended Intergovernmental Ad Hoc Expert Group, held in September 2010 in Nairobi(E/CN.18/2011/13), and reviewed the performance of the facilitative process.
It was envisaged that the Open-ended Intergovernmental Ad Hoc Expert Group and the Facilitative Process would work in a complementary and synergistic fashion, with the Group providing a top-down approach with strategic guidance and the Facilitative Process providing a bottom-up approach by producing data and facts from the field.
Some members provided targeted input to the note of the secretariat for the first open-ended Intergovernmental Ad Hoc Expert Group on Forest Financing(E/CN.18/2010/2), and participated in the meeting, which was held in Nairobi in September 2010.
Accordingly, the Forum established the open-ended intergovernmental Ad Hoc Expert Group on Forest Financing(AHEG) to meet before UNFF9 and before UNFF10, as well as a Facilitative Process.
Pursuant to paragraph 8 of resolution 10/2, adopted by the United Nations Forum on Forests atits tenth session(see E/2013/42, chap. I. B), the Open-ended Intergovernmental Ad Hoc Expert Group on the International Arrangement on Forests will hold no more than two meetings before the eleventh session of the Forum, subject to the availability of extrabudgetary resources.
In its resolution 10/2, the United Nations Forum on Forests established an open-ended intergovernmental ad hoc expert group on the international arrangement on forests, tasked with reviewing the performance and effectiveness of the international arrangement within the context of Economic and Social Council resolutions 2000/35 and 2006/49 and the attainment of the multi-year programme of work of the Forum for the period 2007-2015.
