The Open-ended Intergovernmental Ad Hoc Committee has up to now examined in principle three alternatives.
Malta was pleased that the Economic and Social Council, in its resolution 1998/14, had endorsed the decision taken by the Commissionon Crime Prevention and Criminal Justice, at its seventh session, to establish an open-ended intergovernmental ad hoc committee to elaborate a comprehensive international convention against transnational organized crime.
The Assembly also requested the intergovernmental ad hoc committee to hold a meeting during the eighth session of the Commission for at least three working days.
In January 1999, negotiations began towards the elaboration of an international instrument addressing the combating of illicit manufacturing of and trafficking in firearms, their parts and components and ammunition, in the context of the elaboration of a comprehensive international convention against transnational organized crime, in pursuance of Economic and Social Council resolution 1998/18 and of General Assembly resolution 53/111,in which the Assembly decided to establish an open-ended intergovernmental ad hoc committee for those purposes.
The establishment of an open-ended intergovernmental ad hoc committee was a positive step which his delegation hoped would lead to the submission of a satisfactory draft convention in the year 2000.
The Centre will convene, support andfollow up the meetings of an open-ended intergovernmental ad hoc committee on the drafting of the above-mentioned instrument and convention.

Continued support was given to the sessions of the intergovernmental working group and the Ad Hoc Committee for the elaboration of complementary standards.
In its decision EM-I/3, the Conference of the Parties established an open-ended ad hoc Intergovernmental Committee for the Cartagena Protocol on Biosafety(ICCP) to undertake the preparations necessary for the first meeting of the Parties.
