Regional activities for the enhancement of subregional or joint action programmes may include, inter alia, measures to strengthen institutions and mechanisms for coordination and cooperation at the national, subregional and regional levels, and to promote the implementation of articles 16 to 19 of the Convention.
To this end, they shall work together to strengthen, as necessary, the capacity of United Nations agencies, as well as international financial institutions, to support the national,subregional and joint action programmes of affected country Parties in Asia.
Regional activities to enhance measures in subregional or joint action programmes may include, inter alia, consultations, capacity building and training activities and systems for sharing expertise, relevant technology, know-how and information, particularly regarding institutional and legal reforms and mechanisms for popular participation.
Recommends that Member State national geospatial information authorities and professionals extend their capabilities to deliver anduse geospatial information by developing joint action programmes for education, training and capability development on the acquisition, management, delivery and application of geospatial information.
Subregional or joint action programmes may include measures for the sustainable management of transboundary natural resources, priorities for coordination and other activities in the fields of capacity building, scientific and technical cooperation, particularly drought early warning systems and information sharing, and means of strengthening or adding to the capacity of relevant subregional and other organizations or institutions.
Pursuant to article 11 of the Convention, affected country Parties in Asia may mutually agree to consult and cooperate with other Parties, as appropriate,to prepare and implement subregional or joint action programmes, as appropriate, in order to complement, and increase effectiveness in the implementation of, national action programmes. .
Subregional or joint action programmes may include agreed joint programmes for the sustainable management of transboundary natural resources relating to desertification, priorities for coordination and other activities in the fields of capacity building, scientific and technical cooperation, particularly drought early warning systems and information sharing, and means of strengthening the relevant subregional and other organizations or institutions.
Consider action for the coordination of subregional,regional and joint action programmes, including, as appropriate, the establishment of coordination committees composed of representatives of each affected country concerned to review progress in combating desertification, harmonize national action programmes, make recommendations at the various stages of preparation and implementation of the subregional, regional or joint action programmes, and act as focal points for the promotion and coordination of technical cooperation pursuant to articles 16 and 19 of the Convention.
II. Elements for a joint action programme.
