Ms. Løj(Denmark): Let me start, Mr. President, by thanking you for organizing this debate.
A statement was made by Ms. Ellen Margrethe Løj, Special Representative of the Secretary-General for Liberia.
The Council began its consideration of the item and heard briefings by H.E. Mr. Mayoral,H.E. Ms. Løj, and H.E. Mr. Burian.
Ms. Løj(Denmark) said it was important that the Commission adopt a pragmatic and operational approach in its country-specific actions.
But no one has worked harder than you and your team, Mr. President, andour colleagues Ambassador Løj and Ambassador Mahiga and their teams.
We think that, for example, Ambassadors Løj and Mahiga did an extraordinary job striking a compromise on the most difficult issue-- the membership of the Organizational Committee.
I should like to take this opportunity to sincerely thank you, Sir, andthe co-Chairs, Ambassador Løj and Ambassador Mahiga, for all your strenuous and valuable efforts.
Ms. Løj(Denmark): I have the honour to speak on behalf of the European Union with respect to the approval of the appointment of the United Nations High Commissioner for Human Rights.
We look forward to it beginning its valuable work as soon as possible and we thank and once again congratulate you, Sir,and Ambassadors Løj and Mahiga on a job outstandingly well done.
Ms. Løj has previously served as Permanent Representative of Denmark to the United Nations and as Representative of Denmark on the Security Council, as well as Chairperson of its Sanctions Committee on Liberia.
We particularly want to thank not just you and your office, Sir, but the two magnificent co-Chairs of the informal consultations-- Ellen Løj and Augustine Mahiga-- for their leadership and tireless work.
Ms. Løj(Denmark), speaking on behalf of the European Union, the countries of Central and Eastern Europe(which she enumerated), Cyprus and Malta, said that the international community had fulfilled the mandate given to it by the General Assembly in Johannesburg.
The Council began its consideration of the item and heard briefings by Ambassador Mayoral,Ambassador Løj and Ambassador Motoc, in his capacity as Chairman of the Security Council Committee established pursuant to resolution 1540 2004.
Let me take this opportunity to express my gratitude to theleadership demonstrated by the Co-Chairs during the consultations and negotiations on the Peacebuilding Commission: Ambassador Løj of Denmark and Ambassador Mahiga of Tanzania.
Mr. Maleki(Islamic Republic of Iran): I thank you, Sir, and the two co-Chairs,Ambassador Løj of Denmark and Ambassador Mahiga of Tanzania, for holding several meetings to allow us to express our views on the issue of the Peacebuilding Commission.
Ms. Løj(Special Representative of the Secretary-General for Liberia), speaking via video link from Monrovia, said she was confident that the rapid progress achieved by the Liberia configuration to date would further help to build and sustain peace in the country.
On 16 February, the Chairperson of the Security Council Committee established pursuant to resolution 1373(2001) concerning counter-terrorism,Ambassador Ellen Løj of Denmark, circulated the programme of work of the Counter-Terrorism Committee for the period from 1 January to 31 March 2006.
Ms. Løj(Denmark), speaking on behalf of the European Union, the associated countries Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia and Turkey, and, in addition, Iceland, said that the main focus of her statement would be on torture and the abolition of the death penalty.
On 20 October, in consultations of the whole, the Permanent Representative of Denmark and Chairman of the Security Council Committee established pursuant to resolution 1521(2003) concerning Liberia,Ambassador Ellen Løj, briefed the Council on the status of the diamond and timber sanctions imposed on that country and discussions in the Committee.
Ms. Løj(Denmark), speaking on behalf of the European Union and the associated countries of Eastern and Central Europe, said that bringing coherence to the follow-up processes of the major United Nations conferences under a common framework was one of the most important challenges to the United Nations system.
Ms. Løj(Denmark), speaking on behalf of the European Union, the associated countries Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia and Turkey, noted with satisfaction that the Organization's finances had slowly but surely continued to move away from the state of crisis and precariousness of earlier years.
Ms. Løj( Denmark), speaking on behalf of the European Union, indicated that the central and eastern European countries associated with the European Union, namely, Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia and the Associated Countries, Cyprus, Malta and Turkey, as well as Iceland, a member of the European Free Trade Association( EFTA).
Ms. Løj(Denmark), speaking on behalf of the European Union and the associated countries Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia and Turkey, said that implementation of the decisions taken at the Monterrey Conference and the Johannesburg Summit were part of a wider process aimed at achieving the Millennium development goals.
