I will therefore start by giving the floor to the representative of Ukraine, Ambassador Mykola Maimeskul.
Mr. Maimeskul(Ukraine) said that the Government was taking vigorous action to thwart manifestations of extremism.
In this connection I would especially like to thank you, Mr. Maimeskul, for this achievement.
Mr. Maimeskul(Ukraine): I would like to begin by congratulating you, Ambassador Gancho Ganev, on your assumption of the presidency of the Conference.
I should sincerely like to express my warmest and best wishes to the new President of the CD,Ambassador Maimeskul of the Ukraine.
Mr. Maimeskul(Ukraine): Mr. President, at the outset let me congratulate you on your assumption of the presidency of the Conference on Disarmament.
It would be the responsibility of my successor in this function,Ambassador Maimeskul of Ukraine, to lead the Conference along this path.
I should also like to thank Ambassador Maimeskul of Ukraine for the skilful and highly successful conduct of his presidency, which resulted in an historic decision by this Conference.
Similarly, I wish to pay gratitude to your predecessor, Ambassador Mykola Maimeskul, who steered our proceedings with commendable skill.
Mr. Maimeskul(Ukraine) said that Ukraine would maintain a constructive relationship with the Committee and continue to make every effort to comply with its international obligations.
I would also like to thank your predecessors, Ambassador Maimeskul of Ukraine and Ambassador Soutar of the United Kingdom, for their energetic and effective efforts.
It is also my pleasant duty to express our satisfaction at the skilful andhighly effective manner in which your predecessor, Ambassador Maimeskul of Ukraine, steered our proceedings.
Mr. Maimeskul(Ukraine) said that his country was a democracy that guaranteed the equality of all citizens before the law, regardless of their ethnic origin, religion or mother tongue.
The following delegations are on the listof speakers for today: Ambassador Mykola Maimeskul of Ukraine, Mr. Andrzej Misztal of Poland and Ambassador Abdelwahèb Jemal of Tunisia.
On my list of speakers today I have the representative of the United Kingdom of Great Britain and Northern Ireland, Ambassador Sir Michael Weston, andthe representative of Ukraine, Ambassador Maimeskul.
I would also liketo congratulate your predecessor, Ambassador Maimeskul of Ukraine, for the excellent job he has done, and welcome our recently arrived colleague, Ambassador Draganov of Bulgaria.
Mr. Maimeskul(Ukraine) said that Ukrainian society was known for being tolerant, welcoming and open; unfortunately that did not prevent isolated occurrences of racism or racial discrimination.
Allow me also to bid farewell to the representative of Ukraine, Ambassador Mykola Maimeskul, who, I understand, will soon be leaving his post to take up important responsibilities in his Government.
Mr. Maimeskul(Ukraine)(spoke in French): First of all I would like to welcome, His Excellency Mr. Mourad Medelci, Minister for Foreign Affairs of Algeria most warmly to the Conference on Disarmament.
I wish to add also my delegation's felicitations to Ambassador Maimeskul of Ukraine for his very diligent and conscientious performance as the President of our Conference for the last month.
Mr. Maimeskul(Ukraine) said that noncompliance with the Treaty undermined its integrity and the confidence of the States parties and the elimination of nuclear weapons was the only guarantee against nuclear war.
Mr. ZAHRAN(Egypt)(translated from Arabic): I would like to begin by expressing on behalf of the delegation of Egypt our pleasure at your assumption,Ambassador Maimeskul, of the presidency of the Conference on Disarmament.
I would especially commend Mykola Maimeskul, Ambassador of our neighbouring country, Ukraine, for his efforts in reaching a CD decision on the establishment of the Ad Hoc Committee under agenda item 1.
Today I have the pleasure to welcome two more new colleagues who have assumed their responsibilities as representatives of their governments to the Conference, namely,Ambassador Maimeskul of Ukraine and Ambassador Garzon of Colombia.
