However, as the Council is aware, new tensions arose following the decision of the Croatian Government, on 6 July 1993,to rebuild and reopen the Maslenica bridge on 18 July, the consequences of which have been described in the Secretary-General's report of 16 August 1993 S/26310.
The crux of the problem has been that the Croatian Government has not yet withdrawn from the areas from which they promised to withdraw in the Agreement of 15-16 July, while the Serbs repeatedly warned that, unless the Agreement is complied with by 31 July,they would feel free to shell the Maslenica Bridge and surrounding areas.
The Security Council is fully aware of the importance that the Republic of Croatia attaches to free andunimpeded traffic over the Maslenica Straits and has on several occasions reiterated its commitment to the free flow of traffic.
Today, 23 February 1994,the Serbian insurgents began the shelling of the area of the Maslenica bridge from Krusevo at 0830 hours, sporadically continuing their attack until 1420 hours. In that time impacts of 17 shells were recorded, causing minor material damage and injuring a driver of a truck transporting humanitarian supplies.
At the same time, the Croatian Government has increasingly taken actions to underline its intention to reintegrate the UNPAs and"pink zones" into Croatia,such as the opening of the Maslenica bridge and moves to open the Zemunik airport, actions that have increased the hostility of the Serb leadership in the UNPAs.

Following this statement the parties reached an agreement on 15/16 July 1993 at Erdut which requires the withdrawal of Croatian armed forces andpolice from the area of the Maslenica Bridge by 31 July 1993 and the placing of the bridge under the exclusive control of the United Nations Protection Force UNPROFOR.
Nevertheless, it considered that the Croatian Government's planned unilateral reopening of the Maslenica Bridge and of Zemunik Airport on 18 July 1993, in the absence of agreement between the parties and others in cooperation with UNPROFOR, would jeopardize both the objectives of the Council's resolutions and in particular the call in its resolution 847(1993) for agreement on confidence-building measures and the efforts of the Co-Chairmen of the International Conference on the Former Yugoslavia and UNPROFOR to achieve a negotiated settlement to the problem.
Priority must be given to the measures inscribed in paragraph 8 of Security Council resolution 871(1993), particularly concerning the opening of the railroad between Zagreb and Split and the highway between Zagreb and Lipovac,securing the uninterrupted traffic across the Maslenica strait and the opening of the Adriatic oil pipeline;
On behalf of my Government, I would like to state the position of Croatia concerning the unimpeded construction of the Maslenica bridge and the undisturbed flow of traffic over it, which was provided for in the agreement of 15-16 July 1993, providing for the withdrawal of Croatian armed forces from the area of Maslenica, Zemunik and Peruca as soon as the United Nations Protection Force(UNPROFOR) takes effective control over these areas.
Letter dated 14 July 1993(S/26082) from the Secretary-General addressed to the President of the Security Council, stating that, in the light of resolutions 802(1993) and 847(1993),the declared intention of the Croatian authorities to reopen the Maslenica bridge and the Zemunik airport deserved the urgent attention of the Council.
