Viii. mid-term global evaluation.
Invites Governments and intergovernmental organizations to provide information, as appropriate, to the High Commissioner on steps taken to implement the recommendations of the mid-term global evaluation report;
Mid-term global evaluation process.
The following main findings of the mid-term global evaluation provide the basis for the following recommendations.
The Commission urged Governments and intergovernmental and non-governmental organizations to contribute to the evaluation by providing appropriate information on steps taken,and requested the SecretaryGeneral, through the High Commissioner for Human Rights, to submit to the Commission the recommendation of the mid-term global evaluation report.
The report for the mid-term global evaluation of the decade was prepared by OHCHR and three consultants.
Pursuant to that resolution, the Commission will have before it the report of the High Commissioner for Human Rights to the General Assembly on the mid-term global evaluation of the United Nations Decade for Human Rights Education(1995-2004)(A/55/360), which includes the above-mentioned recommendations.

A similar opportunity was offered by the recommendations in the report of the United Nations High Commissioner for Human Rights on the mid-term global evaluation of the progress made towards the achievement of the objectives of the United Nations Decade for Human Rights Education A/55/360.
During the year 2000, a mid-term global evaluation of progress made towards the achievement of the objectives of the Decade shall be undertaken by the High Commissioner for Human Rights and the Centre for Human Rights, in cooperation with all other principal actors in the Decade.

Recalling the mid-term global evaluation of progress made towards the achievement of the objectives of the Decade undertaken by the Office of the High Commissioner, in cooperation with all other principal actors in the Decade, which was presented in the relevant report of the High Commissioner to the General Assembly at its fifty-fifth session.
She was also mandated to undertake the present mid-term global evaluation and to prepare a final report at the conclusion of the Decade.
Welcomes the steps taken by Governments and intergovernmental and non-governmental organizations to implement the Plan of Action for the United Nations Decade for Human Rights Education, 1995- 2004,9 and to develop public information activities in the field of human rights,as indicated in the report of the High Commissioner on the mid-term global evaluation;
Taking into account the recommendations of the mid-term global evaluation of the United Nations Decade for Human Rights Education 1995-2004.
According to the international Plan of Action for the Decade, and pursuant to General Assemblyresolution 54/161 of 17 December 1999, the Office of the United Nations High Commissioner for Human Rights has undertaken, in cooperation with all other principal actors, a mid-term global evaluation of the progress made in the first five years of the Decade towards the achievement of its objectives.
Taking into account the recommendations resulting from the mid-term global evaluation of the progress made towards the achievement of the objectives of the United Nations Decade for Human Rights Education, 1995-2004.
Requests the Secretary-General, through the United Nations High Commissioner for Human Rights, to bring the present resolution to the attention of all members of the international community and of intergovernmental and non-governmental organizations concerned with human rights education andpublic information, and to submit to the General Assembly at its fifty-fifth session the mid-term global evaluation of progress made towards the achievement of the objectives of the Decade for consideration under the item entitled“Human rights questions”.
The Committee expressed its agreement with various recommendations of the mid-term global evaluation of the Decade, and stressed the need for more resources to be allocated, at all levels, to human rights education.
In line with the recommendations of the mid-term global evaluation of the Decade and relevant resolutions of the General Assembly and the Commission on Human Rights, the contribution of OHCHR to the Decade's objectives has continued to focus on the following courses of action.
Invites Governments andother Decade actors to consider disseminating widely the recommendations contained in the mid-term global evaluation report, which are annexed to the present resolution, and to take them into account in furthering their human rights education activities during the remaining years of the Decade;
Recognizing the importance of the mid-term global evaluation of the United Nations Decade for Human Rights Education undertaken by the Office of the United Nations High Commissioner for Human Rights as contained in the report of the High Commissioner, 51.
The Secretary-General has the honour to transmit to the members of the General Assembly the report of the United Nations High Commissioner for Human Rights on the mid-term global evaluation of the progress made towards the achievement of the objectives of the United Nations Decade for Human Rights Education(1995-2004), submitted in accordance with Assembly resolution 54/161 of 17 December 1999.
Acknowledging with appreciation the mid-term global evaluation undertaken from April to August 2000 by the Office of the High Commissioner, which included the launching of a worldwide survey, the organization of an online forum, the convening of an expert meeting and the preparation of the High Commissioner's mid-term evaluation report.
The report of the High Commissioner for Human Rights on the mid-term global evaluation of the progress made towards the achievement of the objectives of the Decade(A/55/360) includes a series of recommendations for action during the Decade's remaining years.

An analytical treatment of these aspects has been provided in the already mentioned report on the mid-term global evaluation of the Decade(A/55/360); the information collected for preparing this report mostly reiterated the findings highlighted there, and further elaboration of those findings is beyond the capacity of the current exercise.
Urges Governments and intergovernmental andnon-governmental organizations to contribute to the mid-term global evaluation of progress made towards the achievement of the objectives of the Decade to be undertaken by the Office of the High Commissioner in 2000, by providing appropriate information on steps taken in this regard;
