Theme of the meeting: Prevention, minimization and recovery of wastes.
Takes note of the request from the Conference of the Parties at its eleventh meeting that the Working Group prepare a road map for action and review the progress that parties have made in the implementation of the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes;

One representative, speaking on behalf of a group of parties,said that the programme of work should include follow-up to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes.
To review the progress that parties have made in the implementation of the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes and to prepare a road map for action on the Declaration(item 3(a)(ii) of the provisional agenda);
As mentioned in section IV of the present report,it was suggested that the programme of work of the Open-ended Working Group for 2014- 2015 should include follow-up to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes.
The Open-ended Working Group may wish to discuss possible followup to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes adopted by the Conference of the Parties to the Basel Convention at its tenth meeting.
The Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, at its tenth meeting, held in Cartagena, Colombia, from 17 to 21 October 2011,adopted the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes.
Follow-up to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastes and Other Wastes.
The representative of the Secretariat recalled that the 2014- 2015 work programme of the Working Group, adopted by the Conference of the Parties in decision BC-11/19,provided for the Working Group to review progress in the implementation of the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes and to prepare a road map for action.
She urged parties and regional centres to put in place strategies for the prevention, minimization and recovery of wastes, while stressing the need for adequate funding to ensure implementation of the activities laid out in the Strategic Framework adopted at the tenth meeting.
Matters related to the implementation of the Convention: strategic issues:Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes.
Encourage and facilitate, as appropriate, engagement with other bodies, non-governmental organizations, cleaner production centres and the private sector to advance work on the prevention, minimization and recovery of hazardous and other wastesand to develop and implement projects, waste prevention programmes and partnerships to that end, taking into account the information compiled through the information-gathering activity.
The elements of a road map provided below incorporate the areas of action envisaged in the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes 2011.
Encourage and facilitate, as appropriate, engagement with other bodies, non-governmental organizations, cleaner production centres and the private sector to advance work on the prevention, minimization and recovery of hazardous wastesand other wastes and to develop and implement projects, waste prevention programmes and partnerships to that end, taking into account the information compiled through the information-gathering activity.
The Open-ended Working Group will have before it a note by the Secretariat on the follow-up to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastes and Other Wastes UNEP/CHW/OEWG.9/3.
Adopts the road map for action on the implementation of the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastes and Other Wastes set out in the annex to the present decision;
The Conference of the Parties may wish to consider expressing support for effortsto create jobs and business opportunities through the prevention, minimization and recovery of wastes, thereby contributing to sustainable development.
The Working Group adopted decision OEWG-9/1, on follow-up to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastes and Other Wastes as set out in the annex to the present report.
Introducing the item, the representative of Colombia presented document UNEP/CHW/OEWG.8/INF/23as a basis for discussion on progress by parties in implementing the measures they had agreed to under the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes, adopted at the tenth meeting of the Conference of the Parties in October 2011.
Develop a workplan for enhancing engagement with other bodies, non-governmental organizations and the private sector to advance work on the prevention, minimization and recovery of hazardous wastesand other wastes, and for developing and implementing projects, waste prevention programmes and partnerships to that end.
The Conference of the Parties will be invited to consider the theme of the meeting,"Prevention, minimization and recovery of wastes" item 5 of the provisional agenda.
The Open-ended Working Group at its ninth meeting considered a note(UNEP/CHW/OEWG.9/3)prepared by the Secretariat on follow-up to the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastesand Other Wastes which highlighted areas in which parties had been most active in promoting the principles of the Cartagena Declaration.
Countries need to set time-bound targets,especially regarding aspects like minimization and segregation, recycling and recovery, collection efficiency, treatment and environmentally sound disposal.
These include: lack of easily accessible information(on flows, quantities, available technology, and legislative and trade requirements of countries importing new products,which increasingly require strict standards for minimization and reuse, recycling and recovery); lack of trained personnel; inadequate legislation; inadequate infrastructure for collection, recycling and recovery; lack of public awareness;and lack of economic alternatives to activities carried out by the informal sector and small family repair shops.
ESM includes the entire waste management hierarchy,including waste prevention, minimization, reuse, recycling, recovery and final disposal.
It is necessary to sustain the implementation of environmentally sound waste prevention and minimization, reduction, reuse and recycling, recovery and disposal by.
The hierarchy is proposed as follows, in descending order of preference:prevention; minimization; reuse; recycling, energy recovery; and disposal.
This information will also enable the centre to identify specific needs related to the prevention, minimization, recycling, recovery and disposal of particular waste streams in different areas of the Latin Americaand Caribbean region.
