With regard to the two pilot, independent system-wide evaluations that the General Assembly had decided to conduct in 2014,the Group took note of the explanations provided by the Secretariat on the mobilization of extrabudgetary resources and reaffirmed the importance of the evaluations.
The main obstacles to the mobilization of extrabudgetary resources(see annex II, question A.6) were viewed as a lack of institutional coordination in United Nations programmes for social development(48 per cent), the low priority attached to social programmes by donor countries(45 per cent), lack of institutional coordination in recipient country agencies(40 per cent) and the limited impact of United Nations activities 40 per cent.
The reductions were in accordance with the budget strategy developed by the Regional Bureau for Latin America and the Caribbean,which placed emphasis on financing office costs through the mobilization of extrabudgetary resources and increased government contributions to local office costs.

The Technical Committee meets three times per biennium to provide advice to the ESCWA secretariat on the programmatic issues, including the draft strategic framework, the proposed programme of work andfollow-up on the implementation of the programme of work; mobilization of extrabudgetary resources; follow-up on the Commission's resolutions, and identifying emerging regional economic and social issues for the consideration of the Commission session.

He further stated that the General Assembly, in paragraph 44 of its resolution58/270 of 23 December 2003, requesting the Secretary-General to report, in the context of the first performance report, on the possibilities for absorptions or the mobilization of extrabudgetary resources for the Repertory of Practice, did not provide for the Repertory as an output of the Organization for 2004-2005 and that, therefore, no resources were provided for its implementation.
In order to be able to make an informeddecision on the proposals, delegations requested more information on the mobilization of extrabudgetary resources for the financing of field offices, the involvement of other United Nations organizations in the establishment of common United Nations offices in the region, the reimbursement of IPF resources used and the allocation of resources to countries with the lowest relative level of per capita gross national product(GNP) and the highest level of programme resources. .
Recalls its resolution 57/24 of 19 November 2002 and regulation 5.6 and the criteria set forth in rule 105.6(a), of the Regulations and Rules Governing Programme Planning,the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation, 4 and requests the Secretary-General to report, in the context of the first performance report, on the possibilities of absorptions or mobilization of extrabudgetary resources for the Repertory of Practice of the United Nations;
In addition, it plays a role as a coordinator at the regional and subregional level within the Regional Coordination Mechanism(RCM) taking into consideration the priorities of the New Partnership for Africa's Development(NEPAD) within the African Union(AU),the African Development Bank(AfDB), and major regional economic communities(RECs) in the mobilization of extrabudgetary resources including for technical cooperation to cope with the needs of member States in line with the Results-based management RBM.
