My plan of action?
In this report I have sought to inform members of the General Assembly of the progress made over the last year in implementing my Plan of Action and the OHCHR Strategic Management Plan. .
In my Plan of Action, I identified democratic deficits as a main challenge to human rights.
It focuses on the legal protection of economic, social and cultural rights,an issue which I have identified as a priority in both my Plan of Action as well as my Strategic Management Plan for 2006-2007.
In my Plan of Action, it is foreseen that geographic desks will be strengthened at headquarters through a substantial increase in staffing levels.
Indeed, I consider poverty, discrimination, conflict, impunity, democratic deficits and institutional shortcomings among the key human rights challenges facing humanity today,and therefore my Plan of Action gives equal importance to development and security with the ultimate aim of achieving protection and empowerment for all.
As indicated in my Plan of Action, OHCHR is moving towards establishing standing capacities for rapid deployment, fact-finding and investigations.
The present report is submitted pursuant to General Assembly resolution 48/141 and focuses on developments since the sixtieth session of the Assembly,including in relation to implementation of my Plan of Action and the Strategic Management Plan of the Office of the United Nations High Commissioner for Human Rights(OHCHR), the establishment of the Human Rights Council and treaty body reform.
Thus, my Plan of Action and Strategic Management Plan envisage an increase in operational deployment at the country and regional levels.
While sharing this observation, my Plan of Action underlines the idea of closer cooperation with these organs and bodies in addressing current obstacles to human rights and implementation gaps.
My Plan of Action called on OHCHR to particularly focus its efforts on meeting the challenge of fully integrating human rights into the core of the United Nations agendas for development and security.
Nevertheless, as indicated in my Plan of Action, research efforts have heretofore been devoted to a large extent to recording human rights problems; the focus needs to shift to identifying and implementing solutions.
In my Plan of Action, I advocated that the protection of human rights should be at the core of policies to address conflict, as when patternsof abuse are tackled effectively, escalation can often be halted.
I attended this important meeting,at which I announced my Plan of Action to Prevent Genocide, in particular my intention to appoint a Senior Adviser on the Prevention of Genocide to work closely with the High Commissioner for Human Rights and the United Nations system to ensure that we are better equipped to anticipate and prevent such horrors in the future. On 12 July, I informed the Security Council of my intention to appoint Juan Méndez to this position.
In my Plan of Action, I made it one of the priorities for my Office to support Resident Coordinators, and indeed the whole United Nations Country Team, so that they have adequate capacities to meet their commitment to mainstream human rights.
Pursuant to my Plan of Action, and as called for by Commission resolution 2005/16,my Office has given high priority to the question of extreme poverty.
In my Plan of Action, released in May 2005, I described the human rights treaty system as one of the great achievements of the United Nations, but predicted that its inefficiencies would worsen, particularly as progress towards universal ratification and timely reporting continues to be made.
In line with my Plan of Action and the SecretaryGeneral's reform programme, OHCHR has endeavoured to enhance its country engagement and increase its field operations, in an effort to allow OHCHR to support both rightsholders and dutybearers in a timely and contextspecific manner.
In my Plan of Action, released in May 2005 in response to the SecretaryGeneral's report entitled In larger freedom: towards development, security and human rights for all(A/59/2005), I presented a strategic vision for the future direction of the Office of the United Nations High Commissioner for Human Rights OHCHR.
Following my Plan of Action, the Office continued to place high priority in supporting the implementation of the right to development and the resolve of the world leaders made in the Millennium Declaration to"making the right to development a reality for everyone" and to"freeing the entire human race from want.
In line with the Plan of Action, my Office continued the dialogue with special procedures mandate holders.
My delegation fully supports the Plan of Action adopted at the Conference.
In my 2005 Plan of Action, I stated that human rights standards must underpin any meaningful conception of democracy, so that physical integrity is protected and freedoms of participation, elections, assembly, association, opinion, expression and information are guaranteed.
The fire of service to the TOVP rejuvenated,showering fresh inspirations to my heart, and reorienting the plan of action for the coming months.
The members of the Committee also agreed to monitor the implementation of the Plan of Action, with technical support from the Office of my Special Envoy.
OHCHR provided a plan of action on 20 May 2005 following the issuance of my above-mentioned report, which lays out a strategic plan to strengthen and focus the work of the Office.
Following the adoption of the Declaration and Plan of Action in 2002 at the special session on children, my Government immediately launched the task of preparing a national plan aimed at translating into action those important documents.
In line with the Secretary-General's report to the General Assembly, entitled"In larger freedom: towards development,security and human rights for all"(A/59/2005), and with my own plan of action, OHCHR intensified its country engagement over the reporting period as one of the main tools for promoting the implementation of human rights.
That is why my Government has strongly supported the recent plan of action by the European Union, which is consistent with the earlier peace initiative of my President.
