Regarding the issue of Armenia's role in the occupation of Azerbaijani territory.
In response to Armenia's occupation of Azerbaijani territory, in 1993 the United Nations Security Council unanimously adopted four resolutions: resolutions 822(1993), 853(1993), 874(1993) and 884 1993.
It should be noted that health care is among the areas that have suffered most from the armed occupation of Azerbaijani territory.

The Republic of Armenia, however, has persistently attempted to use the principle of the right of peoples to self-determination as a pretext to legitimize and consolidate its territorial claims andto justify its aggression against Azerbaijan and its occupation of Azerbaijani territory.
To the extent that Armenia has violated the relevant applicable law with regard to the occupation of Azerbaijani territory, it is responsible under international law.
Later in the year,following further fighting and occupation of Azerbaijani territory, the Council in its resolution 853(1993) demanded the immediate cessation of all hostilities and the withdrawal of the occupying forces from Agdam and all other recently occupied areas of the Azerbaijani Republic.
Other international political organizations and judicial institutions had reaffirmed relevant Security Council andGeneral Assembly resolutions adopted in response to occupation of Azerbaijani territory, which was rendered illegal by the establishment of an ethnically constructed subordinate separatist entity.
Despite the fact that, as a result of Armenia 's occupation of Azerbaijani territory and the ethnic cleansing, there are more than 1 million refugees and forcibly displaced persons and that the Azerbaijani population has been driven from these lands, despite the destruction and looting and the fact that 1,568 people have lost their lives and 1,808 have been injured as a result of terrorist acts carried out by Armenian security services, the approximately 30,000 Armenians residing in Azerbaijani territory today do not experience discrimination.
The only alternative to achieving lasting peace was for the Government of Armenia to promptly end its occupation of Azerbaijani territory, renounce its territorial claims on neighbouring States and establish civilized international relations.
Instead of attempting to lecture others and to draw the international community's attention away from the main problems, Armenia must realize that its fundamental obligation is to cease the destructive policy of annexation and ethnic cleansing,renounce attempts to undermine the peace process and ensure that the occupation of Azerbaijani territory is ended and that the inalienable right of Azerbaijani internally displaced persons to return to their places of origin is recognized and implemented.
Armenia will be obliged to cease its provocative policy,to ensure that the occupation of Azerbaijani territory is ended, to denounce its territorial claims towards neighbouring nations and to establish civilized relations with all countries of the region.
Armenia must finally realize that, for the purposes of lasting peace and stability,there is no alternative but to put a prompt end to its illegal occupation of Azerbaijani territory, renounce its policy of ethnic hatred towards and territorial claims on neighbouring nations, and establish civilized relations with all regional countries.
Accordingly, the primary obligation upon Armenia is to ensure that the occupation of Azerbaijani territory is ended and that the various rights of the internally displaced persons of Azerbaijani ethnicity as detailed above are recognized and implemented.

On 15-17 May 2007 the 34th session of the Council of Ministers of Foreign Affairs of the Organization of Islamic Conference adopted resolution№ 7/34-P,considering the occupation of Azerbaijani territory as the aggression of Armenia against Azerbaijan and recognizing the actions against Azerbaijani civilians as a crime against humanity, and condemning the destruction of archaeological, cultural and religious monuments in the occupied territories. .
We are confident that the leadership of Armenia will be obliged to cease its provocative policy,to ensure that the occupation of Azerbaijani territory is ended, to denounce its territorial claims towards neighbouring nations and to establish civilized relations with all countries of the region.

Turkey stressed that attaining peaceful resolution of the conflict and ending occupation of Azerbaijani territories are essential requirements for setting the human rights record of Armenia straight.
It is clear that due to Armenian military operations and occupation of Azerbaijani territories, ethnic Azerbaijanis were forced to leave their homes and possessions in these territories and permission to return is refused.
During the event the participants were informed about the historical events preceding the Nagorno-Karabakh conflict,the military aggression and occupation of Azerbaijani territories by the Armenian armed forces and the inhuman and barbaric acts perpetrated against the innocent civilians during the Khojaly tragedy.
However, regardless of all these resolutions of the UN Security Council,Armenia continues the occupation of Azerbaijani territories and performs the policy of active settlement of occupied lands, ignoring the will of international community.
Turkey has been following with deep concern the continuing Armenian aggression against Azerbaijan and the occupation of Azerbaijani territories in defiance of Security Council resolutions and the Conference on Security and Cooperation in Europe(CSCE) peace process.
In its resolutions adopted in 1993 in response to the occupation of Azerbaijani territories, the Security Council referred specifically to violations of international humanitarian law, including attacks on civilians and bombardments of inhabited areas.
The case was exemplary of Armenia's policy of ethnic cleansing,which was aimed at achieving full occupation of Azerbaijani territories and preventing the return of hundreds of thousands of civilians to their homes.
All the effort andactions of the Republic of Armenia are aimed at maintaining its occupation of Azerbaijani territories and, in violation of international standards and the decisions of OSCE, at enhancing the status of the representatives of the Armenian community of Nagorny Karabakh in the negotiations, while completely disregarding the rights of the Azerbaijani community of Nagorny Karabakh.
