Legislative, administrative, judicial or other measures to prevent acts of torture.
Uzbekistan is a party to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, under which it is obliged to take effective legislative, administrative,judicial or other measures to prevent acts of torture.
States must take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under their jurisdiction.
According to the complainant, the State party also failed in its obligation to take effective legislative, administrative,judicial or other measures to prevent acts of torture.
With regard to article 2 of the Convention, under which each State party has an obligation to take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction,acts of torture were already prohibited in the Kingdom's judicial and administrative legislation, as can be seen from the following.
The Committee drew the State party's attention, in particular, to article 2, paragraph 1, of the Convention, according to which each State party shall take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.

Progress can be achieved in this area through"effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction" art. 2, para. 1,of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, which applies to all signatories to the Optional Protocol.
Paragraph 1 establishes the obligation for States parties to take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under their jurisdiction.
Noting that article 2, paragraph 1, of the Convention called on each State party to take effective legislative, administrative,judicial or other measures to prevent acts of torture, she said that, while paragraphs 8 and 9 of the draft guidelines referred to a number of legislative and administrative measures, judicial measures were addressed primarily in the context of article 4.
The complainant also invokes article 2, paragraph 1, of the Convention, under which the State party is enjoined to"effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
The Attorney-General, in applying article 2 of the Convention against Torture- which requires the States parties to take legislative,administrative, judicial or other measures to prevent acts of torture- has always endeavoured to ensure that public servants comply with the obligations under the procedural statute and with the commitments under the Convention and other international instruments, such as the Inter-American Convention to Prevent and Punish Torture.
The complainant also invokes article 2, paragraph 1, of the Convention, pursuant to which the State party should have taken all"effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
The Office of the Attorney-General of the Republic, in applying article 2 of the Convention- which requires the States parties to take legislative, administrative,judicial or other measures to prevent acts of torture- has always endeavoured to ensure that public servants comply with the obligations under the procedural statute and with the commitments under the Convention and other international instruments, such as the Inter-American Convention to Prevent and Punish Torture.
Article 2, paragraph 1, of the Convention, to which all States Parties to the Optional Protocol must also be parties, provides that"Each State Party shall take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
A reading of the Convention, particularly its substantive provisions, indicates that each State party shall take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction and shall ensure that such acts or attempts to commit such acts are offences under its criminal law punishable by penalties which take into account their grave nature.
Article 2, paragraph 1, of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment-- to which all States parties to the Optional Protocol must also be parties-- provides that,"Each State Party shall take effective legislative,administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.

By ratifying the International Covenant on Civil and Political Rights and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment, Belarus committed itself to take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
With this procedure, the Committee seeks to advance the Convention's requirement that"each State party shall take effective legislative, administrative,judicial or other measures to prevent acts of torture"(art. 2, para. 1) and the undertaking"to prevent… other acts of cruel, inhuman or degrading treatment or punishment…" art. 16.
Finally, the Special Rapporteur reminds States parties to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of its article 2 which provides that"each State party shall take effective legislative, administrative, judicial or other measures to prevent acts of torture in any territory under its jurisdiction.

The Special Rapporteur would like to remind States parties to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of its article 2 which provides that"each State party shall take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
Article 2, paragraph 1, obliges States parties to take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under their jurisdiction.
Under article 2 of the Convention, States parties shall enact"effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under its jurisdiction.
The Slovak Republic has adopted, in compliance with article 2 of the Convention, effective legislative, administrative,judicial and other measures to prevent acts of torture in any territory under its jurisdiction.
Paragraph 8 dealt only with article 2, paragraph 1, which simply called on States parties to take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under their jurisdiction.
Article 2, paragraph 1 of the Convention nevertheless stipulated that States parties should take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under their jurisdiction.
Under article 2 of the Convention against Torture, all States parties are required to take effective legislative, administrative,judicial or other measures to prevent acts of torture in any territory under their jurisdiction.
