As agreed by INC/FCCC,the inventory of greenhouse gases and ozone precursors for the base year 1990 should conform to the guidelines drawn up by IPCC and OECD.
Fry et al. demonstrate that radiative forcing associated with ozone precursors depends on the location of emissions and that CH4, CO, and NMVOCs reductions reduce climate forcing better than NOx reductions.
