Letter dated 10 November 2003 from the Permanent Representative of Cape Verde to the United Nations addressed to the Secretary-General, transmitting the final report of the Regional Preparatory Meeting of the Small Island Developing States of the Atlantic, Indian Ocean, Mediterranean and South China Seas to Review the Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, held in Praia from 1 to 5 September 2003 A/C.2/58/12.
In response to the request contained in a letter dated 11 August 2006 from the Permanent Representative of Cape Verde to the United Nations, the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Luis Fonseca, Executive Secretary of the Community of Portuguese-speaking Countries.
The President informed the Assembly that, following consultations,he had designated the Permanent Representative of Cape Verde to the United Nations, His Excellency Mr. José Luis Barbosa Leao Monteiro, and the Permanent Representative of Belgium to the United Nations, His Excellency Mr. Alex Reyn, as Chairman and Vice-Chairman, respectively, of the Informal Open-ended Working Group on an Agenda for Peace.
By a letter dated 25 October 1993 addressed to the President of the Security Council(S/26625), the Permanent Representative of Cape Verde to the United Nations, the Chargé d'affaires a.i. of the Permanent Mission of Djibouti to the United Nations and the Permanent Representative of Morocco to the United Nations requested an urgent meeting of the Security Council to consider the situation in Burundi as a result of the military coup d'état that had taken place in that country on 21 October 1993.
I would like to thank again the co-facilitators of this process, the Permanent Representatives of Cape Verde and Portugal, for their commendable efforts in facilitating the process.
We would especially like to express our gratitude for the facilitators of this process, the Permanent Representatives of Cape Verde and Portugal, and their staff, who very ably led us through such a complex and delicate discussion and contributed decisively to the successful outcome.
We welcome the recent decision by the President of the General Assembly at its sixty-third session to appoint the Permanent Representatives of Cape Verde and Portugal as facilitators of the consultations on the global plan. We call on all our partners and friends to engage actively in this work.
On behalf of my country, I am pleased to express our sincere gratitude to the facilitators, the Permanent Representatives of Cape Verde and Portugal, to whom the President assigned the difficult task of finding common ground among all parties concerned in reaching consensus agreement on the Plan in spite of all the complexities and points of view on this issue.
At the same meeting, presentations were made by the Executive Director of the United Nations Environment Programme(UNEP), the Permanent Representative of Niger to the United Nations, the representative of Cape Verde, the representative of Venezuela(on behalf of the States Members that are members of the Group of 77 and China) and the representative of the Islamic Republic of Iran.
The working group benefited from presentations by Charles T. Ntwaagae, Permanent Representative of Botswana to the United Nations, and Edna Filomena Alves Barreto, Minister Plenipotentiary, Permanent Mission of Cape Verde to the United Nations.
Ambassador Augustine Mahiga, Permanent Representative of the United Republic of Tanzania to the United Nations, Co-Chair of the United Nations General Assembly Consultations on System-wide Coherence, reported that in the pilot countries they visited(Cape Verde, Mozambique and United Republic of Tanzania), significant progress had already been made in advancing the"Delivering as One" process.
