OIOS suggests that the Policy Planning Unit take the lead on this initiative.

Department of Political Affairs Policy Planning Unit-- Mediation Support Unit.
The Policy Planning Unit is headed by a Chief who is accountable to the Under-Secretary-General through the Chief of the Office of the Under-Secretary-General.
Over the past several months, the Department, through its Policy Planning Unit, has made some progress on this front.
The Policy Planning Unit was created to provide cross-cutting, thematic policy  support to the Department of Political Affairs and the regional divisions.
These tasks have been absorbed by the already overstretched Policy Planning Unit(PPU) located in the Office of the Under-Secretary-General.
Its Policy Planning Unit is responsible for and has been engaged in the development of a comprehensive plan for a revived early-warning and prevention system for the United Nations.
Within the Department of Political Affairs, the guidance andbest practices team in the Policy Planning Unit undertook a systematic review of knowledge management in the Department in 2009.
The activities of these subprogrammes will be implemented by the four regional divisions, namely, Africa I, Africa II, Americas and Europe and Asia and the Pacific, andthe proposed new Policy Planning Unit.
To assist in this new role, the Policy Planning Unit in the Department was established three years ago.
Substantive responsibility for the subprogramme is vested in the regional divisions, namely, the Africa I and Africa II Divisions, the Americas and Europe Division, and the Asia and Pacific Division,which are assisted by the Policy Planning Unit.
The Advisory Committee trusted that care would be taken to ensure that the newly created Policy Planning Unit would not duplicate or parallel functions of other units  and offices of the United Nations para. II.12.
The Policy Planning Unit hosts weekly Department of Political Affairs special political mission focal point meetings to foster information-sharing and lessons learned with respect to the support and management of special political missions.
The Committee considers that the three additional P-5 Senior Programme Officer posts proposed in the policy planning unit should provide sufficient capacity to support the Under-Secretary-General.
The existing entities include the Policy Planning Unit, the Unit  for Cooperation with Regional Organizations, the Executive Committee on Peace and Security secretariat and the mediation support function.
Each regional division is headed by a director who reports to the Under-Secretary-General through an Assistant Secretary-General in the Department, while the Policy Planning Unit reports to the Under-Secretary-General through his Office.
A new organizational unit,  the Policy Planning Unit, is proposed through internal redeployment to it of two P-4 and two General Service(Other level) posts from the regional divisions of the Department of Political Affairs.
Three additional P-4 posts(one each to deal with the issues of peacebuilding, terrorism and democracy)to augment the existing staffing of the Policy Planning Unit and enhance its policy  coordination and policy  development capacity.
It is proposed to create the Division by merging the Policy Planning Unit, the Regional Organizations Unit,  the secretariat of the Executive Committee on Peace and Security and the Mediation Support Unit  under subprogramme 1.
The Committee recalls that the General Assembly, in paragraph 24 of its resolution 57/300, welcomed the efforts of the Secretary-General to strengthen the management capacity of the Department of Economic and Social Affairs of the Secretariat,inter alia by establishing a policy planning unit.
For example, even though the Policy Planning Unit is responsible for the Department's cross-cutting issues, both the Office of the Under-Secretary-General and the offices of the Assistant Secretaries-General have also been made responsible for a number of those issues.
The resources indicated in table3.11 provide for the continuation of the existing posts in the Office of the Under-Secretary-General, including the Policy Planning Unit, the Offices of the two Assistant Secretaries-General and the secretariat of the Executive Committee on Peace and Security.
The Policy Planning Unit within the Office of the Under-Secretary-General develops policy  options, undertakes background research and drafts analytical papers and documents on cross-cutting issues or emerging questions relevant to the Department.
Post 3.24 The resources indicated in table 3.11 above provide for the continuation of theexisting posts in the Office of the Under-Secretary-General, including the Policy Planning Unit, the Offices of the two Assistant Secretaries-General, and the Executive Committee for Peace and Security secretariat.
For this purpose, the regional divisions and the Policy Planning Unit will prepare for the Secretary-General substantive correspondence on political issues with the Governments of Member States, regional organizations, non-governmental organizations and prominent individuals.
The Committee recalls that, in its resolution 57/300, the General Assembly had endorsed Action 17 of the Secretary-General's report on strengthening of the United Nations: an agenda for further change(A/57/387),by which it was proposed to establish a policy planning unit in the Department of Economic and Social Affairs.
