Port reception facilities.
Since 1992, IMO has developed a number of guidelines on port reception facilities.

The Committee also agreed with the IMO Subcommittee on Flag State Implementation that the finalized"Guide to Good Practice for Port Reception Facilities" should be issued as a circular.
The resolution notes that while the IMO Comprehensive Manual on Port Reception Facilities provides guidance and technical advice, there is a need for guidelines on how best to plan the provision and utilization of port waste reception facilities that meet the needs of their users.
Finally, the Subcommittee proposed to develop a guide to good practice on port reception facilities FSI 14/WP.5, paras. 13.3-13.12 and annex.
It was furthermore proposed that IMO identify any technical problems encountered between ship and shore-based transfer of waste and review the type andamount of wastes generated on board and the capacity of port reception facilities.
In paragraph 66,it encourages States to develop cost recovery systems that provide an incentive to use port reception facilities and discourage ships from discharging marine debris at sea.
The representative of the Netherlands gave an update on his Government's intensive investigations into the disaster, which had revealed inconsistency in the definitions used in the International Convention for the Prevention of Pollution from Ships(MARPOL 73/78) andin the European Union directive on port reception facilities.
More specifically it aims to promote, in accordance with annexes 1 andV to MARPOL 73/78, the installation of port reception facilities for the collection of garbage, bilge water and oily residues generated by ships.
To continue its cooperation with the International Organization for Standardization(ISO) with the objective of including the Basel Convention requirements of waste minimization andenvironmentally sound management in the international standard on port reception facilities being developed by ISO;
At its sixteenth session, FSI continued work on the Action Plan to tackle the inadequacy of port reception facilities, and noted the low level of reporting of alleged inadequacies since 2005.
It urged Member States to provide records of reception facilities in their ports andtheir contact points, and to disseminate the form for reporting alleged inadequacies of port reception facilities to shipping companies.
MEPC approved a revised consolidated format for reporting alleged inadequacies of port reception facilities(MEPC/Circ.469) and a circular on waste reception facility reporting requirements MEPC/Circ.470.
As regards regional arrangements for port waste reception facilities, MEPC recalled the obligation of each Party to MARPOL 73/78 to provide reception facilities andthe provisions of the Guidelines for Ensuring the Adequacy of Port Reception Facilities resolution MEPC.8344.
The Subcommittee agreed that IMO should develop a standard advance notification form for use by ships intending to use a port reception facility and a standard advance delivery notification form in order to ensure uniformity of records.
The Conference of the Parties also requested the Secretariat to continue its cooperation with the International Organization for Standardization(ISO) with the objective of including the Basel Convention requirements of waste minimization andenvironmentally sound management in the international standard on port reception facilities being developed by ISO.
A workshop was conducted in 1999 andthe countries are now preparing for a review of the current status of port reception facilities in the region and the development of port waste-management plans.
UNCED in Agenda 21,chapter 17, paragraph 17.30(d), had called upon States to facilitate the establishment of port reception facilities for the collection of oily and chemical residues and garbage from ships, especially in MARPOL special areas, and to promote the establishment of smaller-scale facilities in marinas and fishing harbours.
Notes, in this regard, the adoption of amendments to annexes I, II, IV, V and VI to the International Convention for the Prevention of Pollution from Ships, 1973, as amended by the Protocol of 1978 relating thereto,on regional arrangements for port reception facilities, as well as the 2012 Guidelines for the Development of a Regional Reception Facilities Plan;
In addition, the Committee adopted amendments to annexes I, II, IV, V andVI to the amended Convention relating to port reception arrangements, which are aimed at enabling small island developing States to comply with requirements for port States to provide reception facilities for ship waste through regional arrangements.
To eliminate illegal discharges to the sea,the Baltic States in 1998 adopted a set of measures amending Helsinki Convention annex IV on“Prevention of pollution from ships” making it mandatory for a ship before leaving port to discharge into port reception facilities those ship-generated wastes that are prohibited from being discharged into the Baltic Sea Area.
In its discussion of regional arrangements in the context of the 2008 Action Plan on tackling the inadequacy of port reception facilities, the IMO Marine Environment Protection Committee considered that, in order to institutionalize regional arrangements for providing reception facilities, appropriate amendments should be made to the relevant MARPOL 73/78 annexes and resolution MEPC.8344.
