The proposal for a programme of action for the elimination of nuclear weapons within a time-bound framework remains valid.
Viet Nam has joined other countries in putting forward the 28-State proposal for a programme of action for the elimination of nuclear weapons.
In this spirit, we view that the proposal for a programme of action for the elimination of nuclear weapons submitted recently at the Conference on Disarmament by 28 States, including Viet Nam, deserves serious consideration.
Viet Nam, together with other countries, has therefore put forward the 28-State proposal for a programme of action for the elimination of nuclear weapons.
The proposal for a programme of action submitted last year by 28 delegations belonging to the Group of 21 in the Conference on Disarmament, the Canberra Commission report and the model convention for the elimination of nuclear weapons presented by the Lawyers' Committee on Nuclear Policy provide some good examples.

These two paragraphs include specific references to the proposal for a programme of action for the elimination of nuclear weapons presented to the Conference on Disarmament by 28 delegations that are members of the Group of 21, contained in Conference on Disarmament document CD/1419 and annexed to First Committee document A/C.1/51/12.
To that end, we submitted in the Conference on Disarmament, with other countries in the Group of 21, a Proposal for a Programme of Action for the Elimination of Nuclear Weapons.
We made that point when we agreed to support the proposal for a programme of action for the elimination of nuclear weapons, which was presented by 28 nations from the Group of 21 in document CD/1419.
It should also be recalled that 27 members of theG-21 presented working paper CD/1419 in 1996, detailing their proposal for a programme of action for the elimination of nuclear weapons.
In this respect, we wish to reiterate our support for the Proposal for a Programme of Action for the Elimination of Nuclear Weapons presented to the Conference on Disarmament in 1996 by the Group of 21.
In August 1996, 28 delegations of the Conference on Disarmament, including Cuba,officially presented that body with a proposal for a Programme of Action for the Elimination of Nuclear Weapons.
In discharging its function, the ad hoc committee will take into account the proposal for a programme of action for the elimination of nuclear weapons submitted by 28 members of the Conference belonging to the Group of 21(CD/1419) as well as any other existing proposals and future initiatives in this regard.
With other members of the Group of 21 of the Conference on Disarmament, the Syrian Arab Republic participated on 7 August 1996 in presenting a proposal for a programme of action for the elimination of nuclear weapons.

In this vein Egypt, as coordinator of the Group of 21 in the Conference on Disarmament, submitted in August 1996, on behalf of 28 of its members, a proposal for a programme of action for the elimination of nuclear weapons.
The ad hoc committee on nuclear disarmament would take into account the proposal for a programme of action for the elimination of nuclear weapons submitted by 28 members of the Conference belonging to the Group of 21(CD/1419) as well as any other existing proposals and future initiatives in this regard.
