In 2007, UNPOS started facilitating the discussion between the Transitional Federal Government and the Alliance for the Re-liberation of Somalia, which led to the Djibouti Agreement of 2008.
The Alliance for the Re-Liberation of Somalia(ARS) was formed in October 2007 at a conference in the Eritrean capital, Asmara.
Target 2008: 2 groups comprising theTransitional Federal Government and the newly formed"Alliance for the Re-liberation of Somalia" which includes the Free Parliamentarians and UIC members.
The conference was an important part in the implementation of the Djibouti Peace Agreement formalized in August 2008 between the Transitional Federal Government(TFG) andthe opposition grouping known as the Alliance for the Re-Liberation of Somalia ARS.
The Transitional Federal Government and the Alliance for the Re-liberation of Somalia are now actively engaged in these discussions.
With regard to the Djibouti agreement,I am pleased to report that there has been significant progress in the political discussions between the Transitional Federal Government and the Alliance for the Re-liberation of Somalia towards its implementation.
The Assembly ENCOURAGES the Transitional Federal Government(TFG)and the Alliance for the Re-liberation of Somalia(ARS) to continue with their efforts, and URGES all Somali stakeholders that have not yet done so to commit themselves to dialogue and join the peace process.
The report covers developments since my last report, dated 14 March 2008(S/2008/178 and Corr.1 and 2), and focuses, in particular,on the ongoing political process between the Transitional Federal Government and the Alliance for the Re-liberation of Somalia ARS.
Between 31 May and 9 June 2008, representatives of Somalia's federal government andthe moderate Alliance for the Re-liberation of Somalia(ARS) group of Islamist rebels participated in peace talks in Djibouti brokered by the UN.
A key political channel between the Federal Government of Somalia and the State of Eritrea is Ahmed Abdi Hashi,"Hashara", formerly the Ambassador of Somalia to the United Nations(2002 and2004) and once a leader of the now defunct Alliance for the Re-Liberation of Somalia-Asmara ARS-Asmara.
The Contact Group welcomed the political cooperation between the Transitional Federal Government and the Alliance for the Re-liberation of Somalia and called upon all Somalis, at home and abroad, to fully support the Djibouti agreement.
The report covers developments since my last report dated 16 July 2008(S/2008/466) and focuses, in particular, on the internal political developments andthe ongoing efforts to implement the Djibouti agreement reached between the Transitional Federal Government and the Alliance for the Re-liberation of Somalia.
During the early months of 2009, the Transitional Federal Government, especially members of the former opposition group,the Alliance for the Re-liberation of Somalia-Djibouti, is alleged to have trained about 3,000 new recruits, approximately 50 per cent of whom were under 18 years of age.
The Joint Security Committee is co-chaired by the United Nations and the African Union, and its meetings are attended by commanders of the security forces of the Transitional Federal Government andfield commanders of the Alliance for the Re-liberation of Somalia, whose Commander-in-Chief, Omar Hershi, leads the delegation.
Iii The signing in Djibouti, on 19 August 2008, of a peace andreconciliation agreement between the Transitional Federal Government of Somalia and the Alliance for the Re-Liberation of Somalia, and expressing the hope that the implementation of the Agreement by all the parties will rapidly have a positive impact on the security environment and on the protection of children in Somalia;
The High-Level Committee, which is chaired by the United Nations, is focused on political cooperation,including discussions on the inclusion of the Alliance for the Re-liberation of Somalia in a future government, or as a formal opposition group.
Further to the provisions of resolutions 1844(2008) and 1907(2009), the Government of Eritrea should cease any subsidies to members of the Alliance for the Re-Liberation of Somalia-Asmara and any other armed opposition groups currently based in Asmara, cancel and/or revoke any Eritrean passports issued to members of those groups and permit international inspection of any facilities alleged to be employed for training of armed groups from Somalia and the region;
Welcomes the progress made in the promotion of an all-inclusive political process in Somalia, in particular the conclusion, on 9 June 2008, in Djibouti, of an Agreement between the Transitional Federal Government(TFG)of Somalia and the Alliance for the Re-Liberation of Somalia(ARS), under the auspices of the United Nations, with the support of the AU, other regional organizations and international partners.
He informed the Council of a major positive development since the last report: on 19 August,the Transitional Federal Government of Somalia and the Alliance for the Re-liberation of Somalia signed the Djibouti Agreement, which calls in particular for the cessation of armed confrontation and full humanitarian access.
