Another focus of ODIHR is the reform of criminal justice systems.

The General Assembly, in its resolution 52/90, took note with appreciation of the contributions of the United Nations Crime Prevention andCriminal Justice Programme to United Nations peacekeeping and special missions and encouraged the Secretary-General to recommend the inclusion of the re-establishment and reform of criminal justice systems in peacekeeping operations.
Therefore, such standards andnorms should be considered the foundation for the reform of criminal justice systems, in particular in developing viable approaches to alternatives to imprisonment, the prevention of juvenile delinquency, the protection of victims, the training of law enforcement officials, the judiciary and correctional personnel and the prevention of violence against women and their treatment by the criminal justice system. .

The Programme of Action addresses key aspects of good governance and is clustered around:(a) promotion and ratification of regional and international conventions against drugs, crime,corruption and terrorism;(b) reform of criminal justice systems;(c) measures to prevent and counter all serious forms of crime; and(d) prevention of drug abuse and related HIV/AIDS.
In its resolution 1995/15 of 24 July 1995, the Council noted with appreciation the contribution of the United Nations crime prevention and criminal justice programme to United Nations peace-keeping and special missions, as well as its contribution to the follow-up to those missions, inter aliaSee also GeneralAssembly resolution 49/158 of 23 December 1994., through advisory services, and encouraged the Secretary-General, as a way of strengthening the rule of law, to recommend the inclusion of the re-establishment and reform of criminal justice systems in peace-keeping operations.
In paragraph 13 of its resolution 50/146, the Assembly took note of the contributions of the United Nations Crime Prevention and Criminal Justice Programme to United Nations peacekeeping and special missions, and to their follow-up,inter alia, through advisory services, and encouraged the Secretary-General to recommend the inclusion of the re-establishment and reform of criminal justice systems in peacekeeping operations.
A greater awareness and use of police, judicial and special measures that can be provided for the support and protection of vulnerable victims andwitnesses are complementary to other basic institutional reforms of criminal justice systems.
In cooperation with the Japan International Cooperation Agency and the Asia and Far East Institute for the Prevention of Crime andthe Treatment of Offenders, the Latin American Institute organized a regional seminar to promote discussion on procedural reforms of criminal justice systems, in particular the role of public defenders and prosecutors, with participants from Argentina, Bolivia, the Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua and Venezuela( Bolivarian Republic of); .
Extrabudgetary funds will also be used for technical cooperation activities in the field, such as provision of advisory services for the development of national capacities in crime prevention and criminal justice, including law reform and the improvement of criminal justice systems, as well as the organization of workshops and seminars through the implementation of field projects.
These tools have been designed to enable United Nations actors engaged in criminal justice reform to conduct comprehensive assessments of criminal justice systems, to identify areas of technical assistance and to assist United Nations actors in the design of interventions that integrate United Nations standards and norms, including in post-conflict situations.
There is a pressing need to strengthen the capacity of UNODC to both build and reform criminal justice systems to support the rule of law, most particularly in post-conflict and transitional societies and in relation to countering transnational threats such as organized crime and corruption(see para. 113 of the 2005 World Summit Outcome), including by providing the required specialized inputs to the proposed rule of law assistance unit.
