Mr. Churkin(Russian Federation)(spoke in Russian): The Secretary-General has rightly pointed out in his report thatthe indispensable coordinating role of the United Nations in international affairs, as the most representative intergovernmental institution with universal competence, is of ever-greater importance today in this era of globalization.
In accordance with General Assembly resolution 48/75 C,the report was transmitted to a representative intergovernmental group of experts for its consideration and suggestions with regard to further study of the question by the international community in various multilateral disarmament forums.
Reiterating that the responsibility for managing and achieving worldwide economic and social development, as well as responding to threats to international peace and security, must be shared among all nations of the world and exercised multilaterally and that, in this context,as the most universal and most representative intergovernmental organization, the United Nations must play the central role.
Referring to the text of the draft,he said that the"representative intergovernmental group of experts" mentioned in paragraphs 1 and 2 consisted of States members and observers of the Conference on Disarmament and that the question could be considered between sessions of the conference on Disarmament; the draft resolution had no financial implications.
He specifically raised two questions: firstly, why the said paper had not been forwarded to the Conference on Disarmament as stipulated in the above resolution,which referred to it as“a representative intergovernmental group of experts”, and, secondly, why the paper had not been circulated by 1 May 1994, as requested by the resolution, but rather on 20 May.
In noting that the Economic and Social Council needs an effective,efficient and representative intergovernmental mechanism for engaging its counterparts in the institutions dealing with finance and trade, the Secretary-General has proposed the expansion of the Council's Bureau or the establishment of an executive committee with a regionally balanced composition A/59/2005, para. 180.
In response to the first question, I should like to recall that, while it is true that, in his statement onthe resolution last year, the representative of Mexico referred to the Conference on Disarmament as the“representative intergovernmental group of experts”(A/C.1/49/PV.3, p.6), other Member States- basically those that voted against or abstained in the voting on the said resolution- contended that it was not.
Reaffirming its role as the most representative intergovernmental forum in the region, the Commission welcomed the efforts of the secretariat to promote a coordinated regional voice through the organization of the High-level Consultation on the G20 Seoul Summit, which had helped facilitate consultations among G20 and non-G20 countries in the Asia-Pacific region.

Mr. Ehouzou(Benin)(spoke in French): My delegation welcomed the decision taken at the 2005 World Summit to establish the Peacebuilding Commission,just as we welcome the sustained efforts to operationalize it as a representative intergovernmental advisory body with the main purpose of translating the international community's will into concrete action and to assist countries emerging from conflict to embark and remain on the road to peace.

The seminar was attended by five invited experts(Professor Pita Agbese, Mr. Ivan Garvalov, Mr. Peter Nobel, Mr. Kallu Kalumiya and Professor Mario Jorge Yutzis) who had prepared background papers on the respective agenda items(see appendix I); several other experts invited in their personal capacity; observers for States Members of the United Nations;representatives of United Nations bodies and specialized agencies; and representatives intergovernmental, nongovernmental and other organizations.
