The special session was opened by Ms. Sarala M. Fernando(Sri Lanka), Vice-President of the Board, who also presided throughout the session.
I am referring to our distinguished colleagues Idriss Jazairy of Algeria, Petko Draganov of Bulgaria, Juan Martabit of Chile, Carlo Trezza of Italy,Yoshiki Mine of Japan and Sarala Fernando of Sri Lanka.
The special session was opened by Ms. Sarala M. Fernando(Sri Lanka), Vice-President of the Trade and Development Board, who also presided throughout the session.
Allow me also to thank my other predecessors for their fruitful initiatives: the Ambassador of South Africa, Ms. Glaudine Mtshali, the Ambassador of Spain, Mr. Juan Antonio March Pujol, and his colleague, Ambassador Bugallo Ottone, as well as theAmbassador of Sri Lanka, Ms. Sarala Fernando.
I would also like to thank our Friends of the Presidents:Ambassador Sarala Fernando of Sri Lanka, Ambassador Jazairy of Algeria, Ambassador Draganov of Bulgaria, Ambassador Martabit of Chile, Ambassador Trezza of Italy and Ambassador Mine of Japan.

At the 1062nd plenary meeting, on 23 March 2007, the President, Ambassador Sarala Fernando(Sri Lanka), referring to the work done during the first part of the session and assessing its results, introduced a Presidential Draft Decision CD/2007/L.1.
I should also like to welcome in our midst the new arrivals: Ambassador Michel Adam of Belgium, Ambassador Mikhail Wehbe of Syria, Ambassador Elisabet Borsiin Bonnier of Sweden, Ambassador Doru Costea of Romania,Ambassador Sarala Fernando of Sri Lanka, Ambassador Jackie Wolcott Sanders of the United States of America and Ambassador Hyuck Choi of the Republic of Korea.
I wish to extend those congratulations to the incoming Presidents,Ambassadors Juan Antonio March Pujol(Spain), Sarala Fernando(Sri Lanka), Elisabet Borsiin Bonnier(Sweden), Jürg Streuli(Switzerland) and Bashar Ja'afari(Syria), and express our satisfaction for the spirit of cooperation they have already established among themselves in order to ensure continuity and consistency in our deliberations.
Allow me also to extend a cordial welcome to the new colleagues who have assumed their responsibilities as representatives of their Governments to the Conference, namely: Ambassador Michel Adam of Belgium, Ambassador Mikhail Wehbe of the Syrian Arab Republic, Ambassador Elisabet Borsin Bonnier of Sweden, Ambassador Doru Romulus Costea of Romania,Ambassador Jackie Wolcott Sanders of the United States of America and Ambassador Sarala Manouri Fernando of Sri Lanka.
It is a pleasure for me to personally thank my predecessors here for their meritorious efforts- Ambassadors Glaudine Mtshali of South Africa,Juan Antonio March of Spain, Sarala Fernando of Sri Lanka, Elisabet BorsiinBonnier of Sweden, Jürg Streuli of Switzerland and lastly Faysal Khabbaz Hamoui of Syria.
At the 1077th plenary meeting on 7 August 2007, upon the invitation of the President of the Conference, Ambassador Sarala Fernando(Sri Lanka), the Conference was addressed by Rogelio Pfirter, Director-General of the Organization for the Prohibition of Chemical Weapons on the occasion of the tenth anniversary of the entry into force of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction.
During the inter-sessional period between part I and II, and bearing in mind the possibility of convening a special session of the Conference according to the rules of procedure,the incumbent President, Ambassador Sarala Fernando of Sri Lanka, conducted consultations based on CD/2007/L.1, with a view to bringing the conference closer to an agreement on taking up substantive work.
