We welcome paragraph 74 of the draft resolution on oceans and the law of the sea, which invites all States, the International Maritime Organization and the International Labour Organization to consider possible solutions for the seafarers and fishers who are victims of pirates.

Working and living conditions of seafarers and fishers have been negatively affected by the decline in the number of crew on board ships due to increased automation; increased security responsibilities; difficulties in taking shore leave and resulting increased social isolation; the criminalization and detention of seafarers following maritime accidents;70 and cases of continuing human and labour rights abuses.
Once in force, both the Maritime Labour Convention and the Work in Fishing Convention will significantly improve the labour standards for seafarers and fishers and should thus have a positive impact on maritime safety.

Cleopatra Doumbia-Henry, Director of the International Labour Standards Department,International Labour Organization(ILO), described recent ILO initiatives aimed at ensuring decent working conditions for seafarers and fishers, in particular the Maritime Labour Convention, 2006, the Work in Fishing Convention, 2007, and the Seafarers' Identity Documents Convention(Revised), 2003, and underlined the importance of their widespread ratification and effective implementation.
It was emphasized that the human element played a critical role in creating a safe and secure marine environment, and in turn it was recognized that ensuring decent living and working conditions for, and fair treatment of, seafarers and fishers was an important aspect of facilitating this role.
