Partnerships in Environmental Management for the Seas of East Asia.
The 18th meeting of the Coordinating Body on the Seas of East Asia was held in Sanya, China, on 24 and 25 January 2006.
Once finalized these will be presented for endorsement to the South Asian Seas Programme andthe Coordinating Body on the Seas of East Asia.

The Partnerships in Environmental Management for the Seas of East Asia continued the implementation of the sustainable development strategy for the seas of East Asia, including by publishing, in January 2011, a magazine entitled Good Practices in Water Management and Climate Change.
Presentations of national and regional experiences were made by Brazil, China, Guatemala, India, Israel, Jamaica, Sri Lanka, European Union andPartnerships in Environmental Management for the Seas of East Asia.
The staff numbers for the Regional Office for Asia andthe Pacific include the staff of the Coordinating Body on the Seas of East Asia and the regional staff of the Convention on the Conservation of Migratory Species.
Furthermore, we are expanding regional collaboration with China, Japan and Russia, among others,through the Northwest Pacific Action Plan and the Partnership in Environmental Management for the Seas of East Asia.
At the meeting, participants were also informed of developments related to the Partnership in Environmental Management for the Seas of East Asia, in particular the implementation of the Sustainable Development Strategy for the Seas of East Asia.
Under a regional project on reversing environmental degradation trends in the South China Sea and Gulf of Thailand, water quality criteria have been developed andare awaiting endorsement by the member countries of the Coordinating Body on the Seas of East Asia.
One example of the provincial/municipal level of action is the GEF/UNDP Partnerships in Environmental Management for the Seas of East Asia(see para. 144 below), with its focus on integrated coastal management.
The agreements will transform the Partnerships in Environmental Management for the Seas of East Asia into a regional partnership, featuring a decision-making body, a resource facility and a financial mechanism, to advance the sustainable development of the region's marine and coastal resources.
Eleven ministers and high-level officials from the region signed the Haikou Partnership Agreement on the Implementation of the Sustainable Development Strategy for the Seas of East Asia and accompanying Partnership Operating Arrangements.
In addition, the following intergovernmental organizations were represented at the workshop:the Coordinating Body on the Seas of East Asia(COBSEA) of UNEP, the North Pacific Marine Science Organization(PICES), the Partnerships in Environmental Management for the Seas of East Asia(PEMSEA) and the North-West Pacific Action Plan(NOWPAP) of UNEP.
Mr. Lotilla explained that PEMSEA activities covered a wide range pursuant to its role as regional coordinating mechanism for the implementation of the Sustainable Development Strategy for the Seas of East Asia, which had been adopted by 14 countries of the region.
These, and others developed subsequently,such as the Partnerships in Environmental Management for the Seas of East Asia, the National Oceanic and Atmospheric Administration Global Programme of Action node and the cooperation with the Stakeholder Forum for Our Common Future, have led to a growing awareness of the relevance of the Global Programme of Action's integrated approach by many sectors of society, as detailed below.
The City University of Hong Kong, the United Nations Food and Agricultural Organization(FAO),the Partnership in Environmental Management for the Seas of East Asia(PEMSEA), as well as Hiroshima University and Tokyo University were part of the faculty for this series.
National programme of action development is also underway in several countries of Eastern Africa through the"Addressing land-based activities in the Western Indian Ocean project", in Western and Central Africa under the"Combating living resource depletion and coastal area degradation in the Guinea current large marine ecosystem through ecosystem-based regional actions project" andin the East Asia region through Partnerships in Environmental Management for the Seas of East Asia.
The United Nations Environment Programme participated in and funded a training and review workshop in Bangkok in 2009 on the management of marine andcoastal invasive species in the seas of East Asia, at which a draft long-term regional programme on marine and coastal invasive species was considered.
The report entitled"State of the Marine Environment Report for the East Asian Seas, 2009",prepared by the Coordinating Body on the Seas of East Asia and UNEP and released in February 2010, provides information on the state and trends of the coastal and marine environment in East Asia from 1981 to 2006; an outlook for the period from 2007 to 2017; and sets forth options for action by countries participating in the Coordinating Body.
The UNDP Oceans and Coastal Areas programme, through the LME programme, as well as through its flagshipintegrated coastal management programme, the Partnerships in Environmental Management for the Seas of East Asia, applies"top-down/bottom-up" approaches to promoting sustainable use of the oceans.
The Coordination Office, in cooperation with other partners, provided technical support to the Nairobi Convention, Abidjan Convention,the Coordinating Body on the Seas of East Asia, the UNEP Caribbean Regional Coordinating Unit, the Permanent Commission for the South Pacific, the Mediterranean Action Plan, South Asian Seas and the Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region.
