The Conference is firmly opposed to the segregation of children whether from a migrant background or otherwise.

CERD noted with concern reports about segregation of children belonging to ethnic minorities in special remedial classes, in particular Roma, as well as about instances where children from ethnic minorities whose parents lack a residence registration were denied access to education by local school authorities, despite contrary instructions from the Federal Ministry of Education.
The new paragraph 38 should read as follows:"Recognizes the importance of preventing the concealment, abandonment,neglect or segregation of children with disabilities and in this regard, encourages States to consider the introduction of a commitment towards replacing institutionalization with appropriate measures to support family and community care, and transferring resources to community-based support services and other forms of alternative care.
The Committee notes with concern reports about segregation of children belonging to ethnic minorities, in particular Roma, in special remedial classes, as well as about instances where ethnic minority children whose parents lack residence registration were denied access to education by local school authorities, despite contrary instructions from the Federal Ministry of Education art. 5( e) v.
The issue of education andminorities had been addressed in a number of the Group's reports such as on Northern Ireland and the segregation of children in Catholic or Protestant schools, on Sri Lanka where the issues of language and education had exacerbated the tensions between groups, and on the Roma who were poor, whose levels of literacy and education were low and who had little opportunity to obtain education in their mother tongue.
There is no segregation of Roma children in Slovenian schools.
