Efficient and effective communications services, including a dedicated modern network system like the Small Island Developing States Network(SIDSNET), are of critical importance in achieving economic and social development and overcoming the constraints resulting from the relatively high cost structures of telecommunication networks for Forum island countries.
In 1997, the General Assembly, in its resolution 51/183, recognizing the importance of information exchange on capacity development among small island developing States in advancing the implementation of the Barbados Programme of Action, established, within the Small Island Developing States Unit,the Small Island Developing States Technical Assistance Programme(SIDSTAP) and the Small Island Developing States Network SIDSNet.
Similarly, the Special Unit in collaboration with the Sustainable Development Network Programme within UNDP,has initiated a project designed to implement the Small Island Developing States Network(SIDSNET) with a view to providing improved telecommunication facilities, including Internet access, to a number of small island developing States. .
In connection with this sub-item, the Assembly has before it the report of the Conference(A/CONF.167/9), the report of the Secretary-General on action taken to implement the Programme of Action adopted by the Conference(A/49/425 and Add.1), and two notes by the Secretary-General:one transmitting the feasibility study by the United Nations Development Programme(UNDP) on a small island developing States network(A/49/414), and the other transmitting the feasibility study, also by UNDP, on a small island developing States technical assistance programme A/49/459.

In follow-up to the Conference of the Parties to the United Nations Framework Convention on Climate Change held inKyoto in December 1997, SDNP is working with Hewlett Packard, Inc. on the Small Islands Developing States Network to provide access to vital information on sustainable development to 42 island countries.
