The Committee stressed the need for concrete actions in support of African development.

Indonesia's commitment to the people of Africa has in the past been demonstrated by, among other things, its support of African development during its chairmanship of the Non-Aligned Movement,its participation in such forums as the United Nations New Agenda for the Development of Africa in the 1990s; support for the United Nations Special Initiative on Africa; and bilateral cooperation with a number of African countries.
With reference toAfrican economic recovery and development, several members emphasized the need for concrete actions in support of African development.
They also emphasized the need to continue to strengthen coherence and coordination within the United Nations system in support of African development, in particular with the continuing consultations on the post-2015 development agenda.
One of the objectives of this programme is to promote a coordinated and effective response by the United Nations system at the policy andoperational levels in support of African development.
Over the years, the United Nations has taken several initiatives with regard to the special needs of Africa,including in support of African development and in the promotion of peace and security.
The general orientation of the programme is to mobilize the support and galvanize the efforts of the international community for African development; to ensure that African development remains one of the priorities of the international community; to promote a supportive framework for African development efforts; and to promote a coordinated and effective response by the United Nations system at the policy andoperational levels in support of African development.
Throughout the decade, a host of international and regional action programmes as well as bilateral initiatives,were introduced in support of African development efforts, mostly without reference to the New Agenda.
The Secretary-General's report on the causes of conflict and the promotion of durable peace and sustainable development in Africa, and the United Nations system's response to that report through the Administrative Committee on Coordination,should be regarded as an integral part of the effort to strengthen inter-agency coordination in support of African development.
That was reiterated in the follow-up resolutions(63/1 and 63/239, annex), which emphasized that vigorous implementation of the development commitments were needed without delay,in particular those commitments made in support of African development, which faces serious challenges requiring collective action on the part of African countries and the international community.
The Secretary-General has held extensive consultations during the year with the Heads of the Bretton Woods institutions and the Executive Heads of the other agencies on the follow-up to the United Nations conferences andon a renewed effort in support of African development.
Among these external partnerships are:( a) multilateral partnerships in the framework of the World Trade Organization( WTO);( b) the African, Caribbean and Pacific Group of States( ACP)- European Union( EU) partnership, through Economic Partnership Agreements( EPAs); and( c)a growing number of bilateral initiatives in support of African development, such as the African Growth and Opportunity Act( AGOA, United States), the Tokyo International Conference on African Development( TICAD, Japan), and initiatives from Brazil, China, India and Turkey.
These include, inter alia: rich countries making a greater effort to meet existing commitments on aid and debt reduction; accelerating disbursements and improving access to existing finance facilities; urging the International Monetary Fund to put in place a new facility with relaxed conditions to support African economies during this crisis; andan early capital increase for the African Development Bank to enable it to scale up its interventions in support of African development.
In this context, ACC will review andappraise the various initiatives being undertaken by organizations of the system in Africa to ensure that the many inter-agency processes in support of African development reinforce each other and lead to tangible results.
