I have the honour to refer to the High-level Conference on the theme"Challenges for sustainable development and international cooperation in middle-income countries: the role of Networks for Prosperity", held in San José from 12 to 14 June 2013 under the auspices of the Government of Costa Rica and the United Nations Industrial Development Organization.
The working group should also take into consideration the Rio Declaration and Agenda 21,which contained important reflections on sustainable development and international cooperation for the future.
At the High-level Conference on Reliable and Stable Transit of Energy and its Role in Ensuring Sustainable Development and International Cooperation, held in Ashgabat on 23 April 2009, Member States, international organizationsand companies emphasized their willingness to cooperate on the transit and consumption of energy resources.
The General Assembly decides to take note of the report of the SecretaryGeneral on reliable and stable transit of energy and its role in ensuring sustainable development and international cooperation.

The Group commended thework of UNIDO and the Government of Costa Rica in organizing the High-Level Conference of Middle-Income Countries, entitled"Challenges for Sustainable Development and International Cooperation in Middle-Income Countries: The Role of Networks for Prosperity", held in Costa Rica from 12 to 14 June 2013, which had adopted the San José Declaration.

At its 38th meeting, on 11 December, on the proposal of the Chair, the Committee decided to recommend to the General Assembly that it take note of the report of the Secretary-General on reliable and stable transmit of energy and its role in ensuring sustainable development and international cooperation(A/69/309) see para. 32.

In closing, PPD would like to express its fervent hope that the great potential that exists for South-South cooperation in many developing countries will be utilized and play an enhanced and critical role in contributing to the achievement of the Millennium Development Goals by 2015,and, indeed, to sustainable development and international cooperation.
Such action runs contrary to General Assembly resolution 63/210, entitled"Reliable and stable transit of energy and its role in ensuring sustainable development and international cooperation", whose sponsors include all the countries of Central Asia.
At the 19th meeting, on 28 October, the representative of Turkmenistan, on behalf of Afghanistan, Armenia, Austria, Azerbaijan, Belarus, Georgia, Iceland, India, Iran( Islamic Republic of), Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, the Republic of Korea, Tajikistan,the former Yugoslav Republic of Macedonia, Turkey, Turkmenistan, Ukraine and Uzbekistan, introduced a draft resolution entitled" Reliable and stable transit of energy and its role in ensuring sustainable development and international cooperation" A/C.2/63/L.3/Rev.1.
