On behalf of the technical sponsors, the Chair of GRPE reported on the progress made by the two subgroups on the Development of the Harmonized driving Cycle(DHC) and on the Development of the Test Procedure DTP.
The GRPE Chair informed GRPE about the decision, endorsed by WP.29 in its November 2013 session,to organize a meeting between the technical sponsors, Chairs and secretaries of the WLTP and EVE informal working groups during the January 2014 session of GRPE.
It identified the Technical sponsors for eleven of the fifteen priority items and reminded them that official proposals for developing the respective gtrs need to be submitted, following the requirements of the 1998 Global Agreement.
The representative of the US introduced a proposal to develop a UN GTR on quiet road transport vehicles(WP.29-155-42) and indicated that his country andJapan had volunteered to be the technical sponsors, with the US chairing the informal working group under GRB.
AC.3 invited the GRRF Chairman,in connection with the technical sponsors, to provide the secretariat, in due time, with an updated text of the preamble taking into account the decisions made during the session.
With regard to the possible development of draft gtrs on AFS,harmonized beam pattern for headlamps and front fog lamps, WP.29 recalled the need to identify technical sponsors as a condition to include them as new priorities into the 1998 Agreement programme of work.

After the fifth session,the Chairman of AC.3 informed WP.29 that the technical sponsors had been identified for the majority of the high priority items concerning the preparation of proposals for global technical regulations TRANS/WP.29/841, annex 4, the first table.
AC3 was questioned on:(i) give a clear support for kicking off the development of the technical requirements of the gtr,(ii)propose technical sponsors and(iii) clarify whether it is appropriate to insert provisions on durability testing and in-use compliance into the gtr.
He added that the technical sponsors(EU, Japan and United States of America), in cooperation with the Chair of GRB, were considering a proposal to extend the Terms of Reference to also cover the development of a draft UN Regulation on QRTV under the 1958 Agreement in parallel, with the aim to finalize both draft documents by November 2015.
