The reference in the proposal to the"replacement" of permanent appointments with continuing appointments, instead of the"introduction" of continuing appointments, is made to emphasize that continuing appointments would not simply be created as a new category of appointments in addition to permanent appointments, but would be granted in the future instead of permanent appointments. .
