Removal of barriers to technology development and transfer.
The secretariat has been mandated to  support various elements related to technology development and transfer.
Recommend actions to  address the barriers to technology development and transfer in order to  enable enhanced action on mitigation and  adaptation;

ATS collaborated on various matters relating to technology development and transfer with the International Energy Agency, UNEP, UNIDO, the European Patent Office, the World Intellectual Property Organization and  the United Nations Institute for Training and  Research.
Measures to  overcome the barriers to technology development and transfer;
The COP requested the Climate Technology Centre to  set up and  facilitate a network consisting of institutions capable of responding to  requests from developing countries related to technology development and transfer.
Recommending guidance on policies and programme priorities related to technology development and transfer, with special consideration given to  least developed country Parties;
Develop an effective strategy that identifies and proposes specific measures to  overcome the barriers to technology development and transfer.
Consider and  recommend actions that may be necessary to  address orremove the barriers to technology development and transfer identified by developing country Parties in order to  enable action on mitigation and  adaptation;
The SBI and  the SBSTA encouraged the TEC to  undertake the short-term activities of this plan as a matter of priority and  welcomed the organization of thematic dialogues,including one on enabling environments and  barriers to technology development and transfer, at its next meeting.
The TEC agreed to  launch a call for inputs on ways to  promote enabling environments and to  address barriers to technology development and transfer, including on the role that the TEC could possibly play in this area of work.
The SBSTA noted that improved scientific understanding of climate change can inform the development  of technologies for mitigation and  adaptation being addressed by the SBSTA as part of its consideration of matters relating to technology development and transfer and  elsewhere under the Convention.
Recommend and  support necessary actions to  address and remove the barriers to technology development and transfer[identified by developing country Parties], in order to  enable enhanced action on mitigation and  adaptation;
Furthermore, the Chair of the Expert Group on Technology  Transfer(EGTT), Mr. Arthur W. Rolle(Bahamas) was invited to  give an overview of three advance reports prepared by the EGTT relevant to  the work of the AWG-LCA under item 3 of the agenda,in particular to  the enhanced action to technology development and transfer to  support action on mitigation and adaptation.6.
The[technology body] is requested to  identify appropriate actions to  address barriers to technology development and transfer encountered by developing countries Parties, including those related to  intellectual property rights, to  enable action on mitigation and  adaptation;
The TEC and  the CTCN/ Technology  Mechanism of the Convention shall support the operationalization and delivery of the commitments related to technology development and transfer in this agreement, under the Convention.

Considering the interlinkages between these elements, the need to  examine issues relating to  mitigation and adaptation in conjunction with needs relating to technology development and transfer and to  financing and investment support, and the need to consider practical aspects of enhanced cooperation on technology and  financing, the AWG-LCA established three contact groups on the following subjects.
It covers the outcomes of its 2nd, 3rd and  4th meetings, held in 2012,including key messages on enabling environments for and  barriers to technology development and transfer, technology  road maps and technology  needs assessments.
The functions of the TEC are, inter alia: to  provide an overview of technological needs and  analysis of policy and  technical issues related to  the development and transfer  of technologies  for mitigation and  adaptation;recommend actions to  address the barriers to technology development and transfer in order to  enable enhanced action on mitigation and  adaptation; and  catalyse the development and  use of technology  road maps or action plans at the international, regional and  national levels through cooperation between relevant stakeholders.
The executive body on technology  shall[comprise government representatives elected by the COP with balanced regional representation,who are experts on matters related to technology development and transfer, and  be open to  input from other experts.] be open to  all Parties.
Demonstrated broad regional coverage, including at both the national and  the local level, and the capacity in relation to technology development and transfer to  respond to requests of developing countries in an expeditious manner;
