Report on universalization activities.
The Seventh Review Conference decided to request the Chair of the Meeting of States Parties to prepare an annual report on universalization activities BWC/CONF. VII/7, Part III, paragraph 29.

The Sixth Review Conference decided that the Chairman of the annual meetings of States Parties would provide an annual report on universalization activities BWC/CONF. VI/6, Part III, paragraph 11 b.
Since the 2009Meeting of States Parties, the following universalization activities have been undertaken by the Chairman and the Implementation Support Unit ISU.
The Chairman drew the attention of delegations to two reports: the report of the Implementation Support Unit(BWC/MSP/2012/2, and Add.1) and a report on universalization activities prepared by the Chairman BWC/MSP/2012/3, and Add.1.

No additional information was provided as to whether the national parliament had reviewed the draft act for ratification placed before it by the Executive,as described in the 2007 report on universalization activities.
Problems remain with coordination of outreach and universalization activities between States Parties and the ISU.
The ISU has met several key requirements of its mandate in 2007, including establishment of a restricted access website; facilities for electronic submission and publication of CBMs; facilitation of contacts with relevant organisations;and support for universalization activities.
The ISU is also responsible to assist in universalization activities, including reporting to States Parties.

This paper reviews universalization activities over the past five years and the section titled"An Accelerated Plan of Action on Universalization" draws on the recommendations presented by the President-designate of the Fourth Review Conference, Ambassador Gancho Ganev, in his letter dated 15 August 2011, and the discussions which took place during the preparatory session for the Review Conference, held at the Third CCW Group of Governmental Experts, 22- 26 August 2011.
Since the 2011 Seventh Review Conference,the following universalization activities have been undertaken and reported to the Chairman or ISU.
Since the last report on universalization activities(BWC/MSP/2012/3 and Add.1), four states have joined the Convention: Cameroon on 18 January 2013; Nauru on 5 March 2013; Guyana on 26 March 2013; and Malawi on 2 April 2013, bringing the total number of States Parties to 170 see Annex.
On 13 December, one working session was devoted to reports from the Chairman andStates Parties on universalization activities(agenda item 8) and the report of the Implementation Support Unit agenda item 9.
While many states parties have engaged in universalization activities as outlined in the Report of the Chairman on Universalization Activities(BWC/MSP/2009/4), the effectiveness of national outreach is enhanced by coordination with other States Parties and with the ISU.
Two staff members of the Unit travelled to The Hague in November 2007 to attend the National Authorities meeting of the OPCW and pursue universalization activities with representatives of states that are party to the CWC but not to the BWC.
The Standing Committee also received updates on universalization activities, such as the January 2002 seminar for North African countries in Tunis and the May 2002 conference Landmines in Southeast Asia in Bangkok.
The Meeting of States Parties reviewed progress towards obtaining universality for the Convention andconsidered the Report from the Chairman on Universalization Activities(BWC/MSP/2010/4), as well as reports from States Parties on their activities to promote universalization.
The Standing Committee also received updates on universalization activities, such as the January 2002 seminar for North African countries in Tunis and the May 2002 conference Landmines in Southeast Asia in Bangkok.
In this context, the Meeting took note of the reports, andcalled on all States Parties to continue to promote universalization, and to support the universalization activities of the Chairman and the Implementation Support Unit, in accordance with the decision of the Sixth Review Conference.
Agrees that the Chairs of Meetings of States Parties shall coordinate universalization activities, address states not party to the Convention,provide an annual report on universalization activities at Meetings of States Parties, and provide a progress report to the Seventh Review Conference, bearing in mind the primary responsibility of the States Parties on the implementation of this decision.
